On the morning of June 10, the Ministry of National Defense held a conference to review the Law on Officers of the Vietnam People's Army. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the conference.

Attending the conference were Senior Lieutenant General Trinh Van Quyet, member of the Party Central Committee, member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense.

Also attending the conference were members of the Party Central Committee, Deputy Minister of National Defense: Senior Lieutenant General Vo Minh Luong, member of the Central Military Commission; Senior Lieutenant General Vu Hai San; Senior Lieutenant General Pham Hoai Nam; along with the heads of the General Department of Politics of the Vietnam People's Army, the General Staff of the Vietnam People's Army and nearly 400 delegates from agencies and units inside and outside the Army.

At the conference, Lieutenant General Nguyen Van Gau, Deputy Director of the General Department of Politics of the Vietnam People's Army, reported a summary of the implementation of the Law on Officers of the Vietnam People's Army. The Law on Officers of the Vietnam People's Army in 1999 was passed by the 10th National Assembly at the 6th Session on December 21, 1999. After two summaries (2007, 2013), the Ministry of National Defense reported to the Government and submitted to the National Assembly for amendments and supplements twice (2008, 2014).

After 25 years of implementing the Law on Officers, the legal basis has been created to build a strong contingent of officers, serving as the core of building a revolutionary, disciplined, elite, and gradually modern People's Army; a number of military services, arms, and forces have advanced straight to modernity, completing all assigned tasks; contributing to building an all-people national defense, an all-people national defense posture, associated with a people's security posture, building and firmly protecting the Socialist Republic of Vietnam.

At the conference, the delegates all expressed their high consensus with the Summary Report on the implementation of the Law on Officers of the Vietnam People's Army. In addition to affirming the advantages and typical results of the entire army in implementing the Law on Officers, the delegates also proposed and recommended a number of solutions and unanimously affirmed the necessity to amend and supplement a number of contents of the current Law and a number of legal documents, such as the Government's decrees and circulars of the Ministry of National Defense to overcome current difficulties and shortcomings, such as the positions of officers, the age of officers in active service, the ceiling for general ranks, shortening the time limit for consideration of promotion to the rank of lieutenant; regimes and policies for officers and reserve officers.

Speaking at the conference, General Phan Van Giang affirmed that the Central Military Commission, the Ministry of National Defense; Party committees, leaders and commanders at all levels have led, directed and deployed the strict implementation of the Law on Officers and the documents regulating and guiding its implementation. With the achieved results and experiences gained after 10 years of implementing the Law on Officers, General Phan Van Giang suggested that in the coming time, the entire army needs to continue to thoroughly grasp and implement it better; at the same time, promptly complete the task of developing and submitting to the National Assembly for approval the Law amending and supplementing a number of articles of the current Law on Officers; in order to basically overcome difficulties and shortcomings in the implementation process; contribute to building a contingent of officers, meeting the requirements of building the Army, consolidating national defense and protecting the Fatherland in the new situation.

General Phan Van Giang stated that ministries, branches and localities have closely coordinated with the Ministry of National Defense to effectively perform the task of state management of officers, and have built a contingent of officers with the required number of staff and increasingly high quality, meeting the requirements and tasks in the new situation. Based on the summary at all levels, the Ministry of National Defense proposed that the Government report to the National Assembly Standing Committee, submit to the National Assembly for amendment and supplementation of a number of articles of the Law on Officers according to the simplified procedure in 1 session - the 8th session of the 15th National Assembly on the basis of inheriting the provisions of the current Law on Officers that are still suitable; supplementing and adjusting new provisions, to fundamentally overcome difficulties, inadequacies and new issues arising in practice.
