Finding solutions to improve the efficiency of collecting and treating domestic solid waste

(LĐ online) - On the afternoon of May 9, the People's Committee of Lam Dong province held a workshop on the current situation and solutions to improve the efficiency of collecting and treating domestic solid waste in Lam Dong province.

Attending the workshop were Mr. Nguyen Ngoc Phuc - Vice Chairman of Lam Dong Provincial People's Committee, leaders of Lam Dong Department of Agriculture and Environment, leaders and representatives of the Department of Agriculture and Environment of Dak Nong, Binh Thuan and Ninh Thuan provinces; representatives of the Vietnam Association for Conservation of Nature and Environment; representatives of the Department of Environment, Ministry of Agriculture and Environment ; representatives of departments, branches and sectors of the province; universities and enterprises operating in the field related to the environment in the province and in the country.

According to the report of Lam Dong Department of Agriculture and Environment, the total amount of domestic solid waste (DSW) generated in the whole province is about 398,668 tons/year, equivalent to 1,092.3 tons/day.

Currently, the collection and treatment rate of solid waste in the province is about 88% on average; of which, in urban areas it is 96%, in rural areas it is 80%. In Da Lat, the collection and transportation of solid waste is carried out by Da Lat City Urban Services Joint Stock Company, in Bao Loc it is carried out by Bao Loc Urban Construction Joint Stock Company. In the remaining districts, it is carried out by the District Investment and Construction Project Management Board and Public Works.

For many years, Lam Dong has made efforts to mobilize people to classify waste at source; build many models of classifying solid waste at source in the community; implement programs to reduce plastic waste and recycle solid waste.

The province has 3 operating solid waste treatment plants, including the provincial waste treatment plant in Dai Lao commune, Bao Loc city with a design capacity of 200 tons/day; the provincial waste treatment plant in Xuan Truong commune, Da Lat city with a design capacity of 200 tons/day in phase I, with an average operating capacity of about 300 tons/day (exceeding capacity); the district waste treatment plant in Ka Do commune, Don Duong district with a design capacity of 150 tons/day, with an average operating capacity of about 50 tons/day (excess capacity).

At the same time, there are currently a number of solid waste treatment plants in the implementation phase such as the solid waste treatment plant in Lien Dam commune, Di Linh district, with a designed capacity of 150 tons/day in phase I (expected to be completed and put into operation in 2025), phase II is 350 tons/day; Lam Ha solid waste recycling, treatment and energy recovery area, with a designed capacity of 50 tons/day in phase I, 140 tons/day in phase II; The provincial solid waste treatment area in Tan Thanh commune, Duc Trong district has been approved by the Provincial People's Committee for investment, with a designed capacity of 180 tons/day in phase I, 250 tons/day in phase II, and is currently selecting investors for implementation.

In the remaining districts, solid waste is collected and transported to landfills for treatment with 10 active landfills. Most of these landfills do not ensure sanitary burial conditions, do not have wastewater collection and treatment systems, and only periodically spray biological products to deodorize and sprinkle lime powder to kill bacteria.

In his opening speech, Mr. Nguyen Ngoc Phuc - Vice Chairman of Lam Dong Provincial People's Committee said that Lam Dong is a large province and in the near future, when merging provincial administrative units to form the new Lam Dong province, it will also be the largest province in the country.

Due to the large area and wide spread, the collection and treatment of waste in Lam Dong province has long been very difficult, according to Mr. Phuc. The collection is mainly carried out by state agencies, there is a lack of specialized vehicles, a lack of waste treatment plants while the current landfills are not hygienic; there is a lack of large investors in the field of waste treatment investing in Lam Dong land, including the reason that the amount of waste in the districts is currently small, the transportation distance is too far, so it is not attractive enough for investors. Although the provincial authorities have been promoting waste classification for a long time, it has not been implemented for many reasons.

According to Mr. Phuc, some businesses have raised the issue of processing by-products from household waste, but it only stops on paper; some products such as fertilizer from household waste are very difficult to sell.

“The workshop is an opportunity for the province to invite leading experts, universities, investors, and businesses to create connections with key issues focusing on classification, collection, and treatment. This workshop is also an opportunity for the province to listen to opinions on how to attract investment to the province,” said Mr. Phuc.

According to Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc, the workshop not only contributed ideas to Lam Dong but also suggested and proposed solutions in waste treatment in the province as well as domestically, leading Lam Dong towards green, sustainable development and environmental protection.

The workshop listened to many presentations from delegates such as: "Introducing some policies on domestic solid waste management according to the provisions of the Law on Environmental Protection 2020" by Dr. Duong Thi Thanh Xuyen - Department of Environment, Ministry of Agriculture and Environment; "Current status of domestic solid waste collection and treatment in Lam Dong province" by Lam Dong Department of Agriculture and Environment; "Solutions to improve the efficiency of domestic solid waste collection in urban areas" by Da Lat Urban Services Joint Stock Company; "Results and challenges in domestic solid waste management" of Duc Trong district" of Duc Trong district; "Developing circular economy in the field of domestic solid waste management in Lam Dong province" by Assoc. Prof. Dr. Phung Chi Sy - Vice President of Vietnam Association for Conservation of Nature and Environment (VACNE)...

The workshop also introduced new technologies in the treatment of household waste, including waste-to-energy plants; and listened to the opinions of delegates.

In his concluding remarks, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc expressed his gratitude and acknowledged the contributions of the delegates at the workshop and said that in the coming time, Lam Dong will continue to mobilize people to raise awareness in classifying household waste at source; increase resources to invest in garbage transport vehicles for facilities; study the use of different colored plastic bags to classify waste. The province will also calculate to set the standard for collecting household waste in order to organize bidding for household waste collection with an operating period of 5 years; stipulate a reasonable level of payment for people in garbage collection. The province also prioritizes the selection of appropriate waste treatment technology according to the volume of waste generated in localities in calling for investment.

Mr. Phuc also said that Lam Dong is currently calling for investment in waste treatment plants in Duc Trong, Bao Lam and Dam Rong, and at the same time welcomes and creates conditions for businesses that are capable of buying waste treatment plants in Da Lat to replace old technology with more advanced technology.
