Today's VOV News (April 22nd) published the following information: " The 8% growth target poses a challenge for the electricity sector."

The government has set a growth target of 8% in 2025 and double-digit growth in subsequent years, posing certain challenges for the power sector.

This information was presented at the seminar "Meeting electricity demand during the hot season - Challenges and solutions" organized by Vietnam Electricity Group (EVN) and Tien Phong Newspaper on the afternoon of April 21st in Ho Chi Minh City.

The workshop was attended by central and local government agencies, experts, scientists , electricity sector units, businesses, and electricity consumers.

At the workshop, Mr. Nguyen The Huu, Deputy Director of the Electricity Department, Ministry of Industry and Trade, stated that electricity supply is crucial for achieving an 8% economic growth target, ensuring people's livelihoods, and serving major political, diplomatic, and cultural events in 2025. However, unpredictable weather patterns and fluctuations in the international environment have significantly impacted Vietnam in general, and electricity supply in particular – posing a major challenge for the electricity sector.

Accordingly, right from the beginning of the year, the Ministry of Industry and Trade has promptly directed the electricity sector to effectively implement solutions for electricity supply, while also seeking and promoting measures for safe, economical, and efficient electricity use during the hot season.

Vietnamplus newspaper published the following information: " Electricity during the dry season: Developing scenarios at the highest level, with growth reaching double digits"

Forecasting continued high electricity demand during the upcoming dry and hot season, EVN has proactively developed electricity supply scenarios suitable for all situations, including when electricity demand grows by 12-13%.

Given the complex weather patterns and upcoming heatwaves, the Ministry of Industry and Trade and units under the Vietnam Electricity Group (EVN) have developed electricity supply scenarios and are on standby 24/7 to handle incidents and ensure electricity supply for socio-economic development.

Import and export sector

Vtcnews reported: "The Ministry of Industry and Trade revokes the authority to issue Certificates of Origin (C/O), Certificates of Quality (CNM), and REX codes from VCCI."

The Ministry of Industry and Trade issued Decision No. 1103/QD-BCT dated April 21, 2025, revoking the authority to issue Certificates of Origin (C/O), Certificates of Quality (CNM), and REX codes that had previously been delegated to the Vietnam Chamber of Commerce and Industry (VCCI).

Specifically, the Minister of Industry and Trade revoked the authority to issue Certificates of Origin (C/O), Certificates of Non-Change of Origin (CNM), and to accept registrations for Certificate of Origin numbers (REX numbers) under the Generalized System of Preferences (GSP) of Norway and Switzerland, which the Minister of Industry and Trade had authorized the Vietnam Chamber of Commerce and Industry (VCCI) in previous decisions.

The Import-Export Department is responsible for notifying importing countries, relevant agencies, organizations, and units both domestically and internationally about changes to the issuing authority for Certificates of Origin (C/O) Form A, C/O Form B, non-preferential C/Os as stipulated by importing countries, CNM, GSTP C/Os, and REX registration numbers from the date this decision takes effect.

In addition, the issuance of Certificates of Origin (C/O) Form A, C/O Form B, non-preferential C/Os as stipulated by importing countries, Certificates of Material Quality (CNM), GSTP-type C/Os, and REX registration should be smooth, avoiding interruptions and facilitating business operations.

The organization will receive from VCCI (Vietnam Chamber of Commerce and Industry) the contents related to the issuance of Certificates of Origin (C/O) Form A, C/O Form B, non-preferential C/Os as stipulated by importing countries, Certificates of Merit, GSTP-type C/Os, and REX registration during the period authorized by the Minister of Industry and Trade.

Bac Giang Newspaper reports: "Bac Giang International Logistics Center Launched"

On April 22nd, Bac Giang International Logistics Co., Ltd. collaborated to organize the launch ceremony of the Bac Giang International Logistics Center in Song Khe ward (Bac Giang city).

The Bac Giang International Logistics Center is planned on an area of ​​67 hectares. The project has a total investment of nearly 4,200 billion VND, including items such as: a multi-functional warehouse system, customs control warehouse, duty-free warehouse, e-commerce warehouse, automated warehouse… combined with a comprehensive logistics solution system, modern and efficient cross-chain hub models (one-stop e-commerce hub, agricultural product import and export center hub…).

The completion of the Bac Giang International Logistics Center is a significant event, opening up many new development opportunities and facilitating import and export activities and trade transactions for businesses in the province.

Industrial sector

VOV News reports: "Cheap cars flood into Vietnam"

In the first few months of the year, thousands of imported cars, with an average price of over 350 million VND, arrived at Vietnamese ports.

According to statistics from the Customs Department, in the past three months, the country imported approximately 21,640 complete automobiles, with a total value of over 445 million USD.

In the three major import markets of Indonesia, Thailand, and China, Indonesia remains the largest exporter of luxury cars to Vietnam, with 8,841 units and a total value exceeding US$123 million. The average declared value of these imported cars at customs is approximately US$14,000 per unit, equivalent to about VND 360 million per unit.

Thailand ranked second in terms of car imports with 7,731 complete vehicles arriving at Vietnamese ports in March 2025; and China came in third with 4,473 vehicles. However, the total value of Chinese cars amounted to over $136 million, averaging $30,400 per vehicle (approximately 780 million Vietnamese dong), making them more valuable than cars originating from Indonesia and Thailand.

Competition and consumer protection

According to Construction Newspaper: "VinFast electric motorcycles account for nearly 3% of the market share in Vietnam"

VinFast has sold over 70,000 electric motorbikes, accounting for only about 2.78% of the total 2.545 million motorbikes consumed by Vietnamese people each year.

According to Vingroup's 2024 Annual Report, published on April 19th, VinFast sold 70,977 electric motorcycles, achieving 71% of its target (100,000 electric motorcycles).

In 2023 and 2022, the number of electric motorcycles sold was 70,266 and 60,264 units, respectively. VinFast's electric motorcycle sales growth rate in 2024 compared to 2023 is 1%.

Thus, VinFast electric motorcycles accounted for only 2.78% of the total motorcycle consumption in Vietnam in the same year, which was 2.545 million units. Currently, the market share structure of motorcycles in Vietnam is still dominated by the Honda brand with 2.1 million units sold domestically, accounting for 82.5% of the market share, according to data shared by VAMM and Honda. Accordingly, VinFast's electric motorcycle market share is only slightly larger than Honda's market share in Vietnam (2.78% compared to 82.5%).

Approximately 10 remaining brands (including 4 VAMM members: Yamaha, Piaggio, Suzuki, and SYM) and 6 non-VAMM brands (VinFast, Pega, Yadea, Detech, DatBike, and Kymco) share the remaining 17.5% market share. In terms of overall industry production, Vietnamese motorcycle manufacturers ship around 8,000 motorcycles daily, including VinFast electric motorcycles, averaging 200 units per day. Despite significant efforts, VinFast's electric motorcycle market share growth rate is slower than that of its electric car segment.

According to Vneconomy, " Shopee is running out of steam, TikTok Shops are gaining market share."

TikTok Shop saw a 113.8% increase in sales in Q1 2025, raising its market share from 23% to 35%, while Shopee's market share decreased from 68% to 62%.

According to the report "Online Retail Market Q1/2025 and Forecast Q2/2025" by data analytics platform Metric.vn, the total revenue of the top four e-commerce platforms (Shopee, TikTok, Lazada, Tiki) in Q1/2025 increased by 42.29% compared to the same period last year, reaching VND 101.4 billion with 950.7 million products sold.

Notably, the revenue results led to changes in market share among platforms. Accordingly, TikTok Shop saw a 113.8% increase in sales in Q1 2025, raising its market share from 23% to 35%. This demonstrates the growing consumer preference for short-video entertainment shopping.

Conversely, despite still growing by 29.3%, Shopee's market share decreased from 68% to 62%, reflecting increasing competitive pressure. In addition, Lazada and Tiki lost 43.5% and 66.6% of their sales, respectively.

Metric.vn assesses that the rapid shift of consumers to content platforms like TikTok Shop is an important signal for e-commerce platforms in determining their future development direction.

The Dan Viet newspaper published the following information: "Multi-level marketing schemes are taking a 'distorted' form; the Ministry of Industry and Trade directs multiple agencies to investigate."

The Office of the Ministry of Industry and Trade has issued Document No. 2624/BCT-CT announcing the directives of the Minister of Industry and Trade regarding the rectification of multi-level marketing business activities.

Accordingly, in order to improve the effectiveness of managing multi-level marketing activities and combat crimes related to multi-level marketing business operations, the Minister of Industry and Trade requests:

The Minister of Industry and Trade requested the National Competition Commission to urgently review and propose amendments and improvements to legal regulations on managing multi-level marketing activities, aiming to meet the requirements for strict management of security and order regarding this activity, especially in cases of new licensing.

The requirement is to prevent risks to security and public order, and manifestations contrary to the cultural traditions, moral standards, and customs of the nation.

The National Competition Commission, an agency of the Ministry of Industry and Trade, is urgently reviewing and coordinating with relevant agencies of the Ministry of Public Security to propose amendments and improvements to the provisions of the Penal Code regarding crimes related to multi-level marketing business activities.
