Streamlining the apparatus, improving the quality of staff

It is expected that the Government apparatus will be streamlined from 30 to 21 focal points, including: 13 ministries, 4 ministerial-level agencies and 4 agencies under the Government.


On December 29, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee summarizing the implementation of Resolution 18-NQ/TW "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", chaired the sixth meeting of the Steering Committee.

Urgent implementation

Reporting on the progress of the Government's restructuring and streamlining, Minister of Home Affairs Pham Thi Thanh Tra said that ministries, ministerial-level agencies, and government agencies are urgently implementing and basically completing the project.

It is expected that the Government apparatus will be streamlined from 30 to 21 focal points, including: 13 ministries, 4 ministerial-level agencies and 4 agencies under the Government. In addition, the agencies will also arrange and streamline their internal apparatus in conjunction with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees.

According to the plan, 12/13 general departments and equivalents will be reduced; 500 departments and equivalents under ministries and general departments; 177 departments under ministries and agencies; and 190 public service units.

Recently, relevant ministries, branches and agencies have collected opinions and completed draft Decrees regulating functions, tasks, powers and organizational structures. During this process, localities have also arranged their apparatus vertically, corresponding to the arrangement of the Government.

At this meeting, the Steering Committee discussed and gave opinions on the draft Summary Report on the implementation of Resolution 18-NQ/TW. It focused on a number of contents such as: Ending the operation of the State Capital Management Committee at enterprises; targets for organizational arrangement within ministries, ministerial-level agencies, and government agencies, etc.

Reduce intermediaries, reduce connections

Prime Minister Pham Minh Chinh requested the Ministry of Home Affairs to absorb the opinions at the meeting and listen to the valid opinions of the agencies, to complete the reports to the Central Steering Committee and the Politburo.

Emphasizing the principle of streamlining the apparatus to ensure it is streamlined, strong, efficient, effective, and efficient, the Prime Minister requested that agencies update the actual situation, and combine streamlining with improving the quality of the staff, civil servants, and public employees.

According to the Prime Minister, the reorganization of the apparatus must reduce intermediaries and focal points, but must not overlap or omit functions, tasks, and powers. The Prime Minister also requested to submit appropriate plans when merging a number of ministries, ministerial-level agencies, and government agencies. Mergers and consolidations must be linked to the arrangement of staff, and the review and handling of existing internal problems. For ministries, ministerial-level agencies, and government agencies with "ripe, clear, proven correct, and agreed upon by the majority" reorganization plans, the Prime Minister directed to complete the dossiers to submit to competent authorities for decision.

The Head of Government also requested to continue to improve the regime and policies for cadres, civil servants and public employees in the process of restructuring the apparatus, especially the need for policies to encourage cadres to go to the grassroots. Continue to review, research, propose and amend relevant legal regulations to remove obstacles in the process of restructuring and streamlining.
