Streamlining the apparatus and arranging administrative units: Civil servants reduced by 5%, career staff reduced by 15%

(Dan Tri) - Permanent Deputy Prime Minister Nguyen Hoa Binh said the home affairs sector achieved outstanding results when completing the legal framework and strongly restructuring the apparatus, reducing more than 146,800 people in the streamlining process.

On the morning of December 3, Permanent Deputy Prime Minister Nguyen Hoa Binh presented a summary report on the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning.

The report highlights the Government's remarkable achievements, especially in the fields of home affairs and administrative reform, along with the economic , health and transport sectors.

Streamlining the apparatus and arranging administrative units

According to Deputy Prime Minister Nguyen Hoa Binh, the Government and the Prime Minister have directed the drastic and effective implementation of the completion of the legal system, establishing a solid legal basis for the innovation of the organization and operation of the Government and local authorities.

The work of reorganizing the apparatus of central ministries and branches has achieved many positive results, perfecting the organizational model of multi-sectoral and multi-field management ministries. Specifically, the Government now has 14 ministries and 3 ministerial-level agencies (reduced by 5 agencies) and 5 agencies under the Government (reduced by 3 agencies). In total, more than 22,000 staff members have been reduced in ministries and branches.

Notably, the restructuring of all 13 general departments, the elimination of the general department organization, and a sharp reduction in the number of departments, divisions, branches, and equivalent organizations.

The arrangement of administrative units also achieved impressive figures. The total number of provincial-level administrative units decreased from 63 to 34 (including 28 provinces and 6 cities).

The local government model was converted from 3 levels to 2 levels, reducing from 10,035 commune-level administrative units to 3,321 units.

The work of streamlining the payroll has achieved positive results: in the 2022-2026 period, the number of civil servants will be reduced by more than 5%, and the number of career staff receiving salaries from the budget will be reduced by more than 15%.

Up to now, nearly 147,000 people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of organizational restructuring of administrative apparatus and units at all levels.

Localities also reduced 710 specialized agencies under the provincial People's Committees (a reduction of more than 60%) and reduced 8,289 specialized agencies under the district People's Committees (a reduction of 100%).

The Government has issued 30 Decrees regulating decentralization, delegation of power, and division of authority so that local governments at two levels can soon operate stably and uniformly.

Macroeconomics and transport infrastructure development

In the financial sector, the Government has approved 108/111 national plans and continued to address difficulties and obstacles in planning work. The implementation of fiscal and monetary solutions to support the Socio-Economic Recovery and Development Program has contributed to helping the average GDP in the 2022-2023 period reach 6.6%, while maintaining macroeconomic stability, controlling inflation and keeping public debt and government debt within safe limits. The national credit rating has been maintained at a positive level.

The banking sector continues to operate a proactive and flexible monetary policy. By the end of October, the bad debt ratio on the balance sheet was controlled at 1.64%. Credit growth across the system improved, and digital transformation in the banking sector and non-cash payments achieved many positive results, with non-cash transactions increasing sharply.

Investment in transport infrastructure is prioritized, focusing on strategic projects such as the Eastern North-South Expressway, the Hanoi and Ho Chi Minh City beltways and Long Thanh airport.

2,476km of highways have been put into operation, striving to exceed 3,000km by the end of 2025.

Improve people's health and develop culture

The health sector has achieved many positive results, contributing to stabilizing the situation, ensuring care, protection and improvement of people's health.

In particular, the Government has submitted to the National Assembly Resolution No. 30/2021/QH15 with many specific mechanisms and policies, creating an important legal basis for mobilizing resources to prevent and fight the Covid-19 pandemic. By December 31, 2022, about VND 230,000 billion had been mobilized directly to serve the work of preventing and fighting the pandemic and implementing social security policies.

In the field of culture, sports and tourism, the Government submitted to the National Assembly for approval the Law on Cultural Heritage (amended) and the Resolution approving the investment policy of the National Target Program on Cultural Development for the 2025-2035 period.

Vietnam tourism has recovered and made a breakthrough with impressive growth indicators, with nearly 17.2 million international visitors and revenue of VND858,000 billion in the first 10 months of 2025.
