Delegate Tran Anh Tuan (HCMC) expressed his opinion on reducing the number of subjects when speaking at the conference hall about the investment policy of the National Target Program on modernization and improving the quality of education and training in the period 2026 - 2035.

Design a curriculum that suits the absorption capacity of students.

Mr. Tuan raised the issue of improving the quality of teaching and learning in education and training. According to him, investment in facilities, teaching methods and staff will affect the quality of learners.

However, delegates recognized that the quality of learners is also affected by the content of the program. In fact, the number of subjects at all levels in our country is very large.

Compared to developing countries, the number of subjects in a semester is high, almost double. The ability of students to absorb knowledge and subjects is very large.

Therefore, Mr. Tuan suggested reviewing and re-evaluating the number of subjects, teaching methods and the number of subjects per semester at all levels. From there, we can design a program that is suitable for the absorption capacity of students, in order to improve their quality upon graduation.

From another perspective, delegate Tran Khanh Thu (Hung Yen) stated that the program has set a goal of making English the second language in the national education system, in which by 2030, it is expected that 30% of preschool and general education facilities will have equipment to implement teaching and learning in English.

By 2035, the program strives for 100% of preschool and general education facilities to meet standards in terms of facilities and teaching equipment to implement teaching and learning in English, gradually making English the second language in schools.

Ms. Thu said that this is a great orientation, demonstrating the determination to deeply integrate internationally, but still wondered about the feasibility of this goal.

To successfully implement, according to delegates, it is necessary to frankly and thoroughly assess the conditions and challenges regarding facilities as well as human resources and the environment.

"According to reports, we are lacking about 4,000 English teachers at all levels of secondary education. The capacity of the team is also a problem. On the other hand, the average age of English teachers is currently quite high (44.2 years old).

Some older teachers are less interested or have difficulty finding modern teaching methods suitable for each group of students, so the quality and effectiveness of teaching the subject have not been as expected," Ms. Thu analyzed.

From there, the female delegate suggested that there should be a specific roadmap to implement these contents, especially in mountainous provinces and difficult areas.

It is necessary to increase investment in infrastructure for provinces, especially mountainous provinces, such as supporting the construction of standard foreign language rooms for 100% of mountainous district schools before 2030; prioritizing mountainous and border areas, and areas with especially difficult socio -economic conditions.

At the same time, there needs to be a strong enough policy to attract high-quality English teachers, such as increasing the attraction allowance to 70-100% of the basic salary for teachers in difficult areas; supporting housing, and committing to long-term contracts.

In addition, there should be policies to promote the application of technology, connect online classrooms, use artificial intelligence (AI) to support to compensate for the lack of teachers; build English centers in difficult areas according to the inter-commune model.

Explaining the opinions of the delegates, Deputy Prime Minister Le Thanh Long said that the scope of this program is towards a number of breakthrough solutions and modernization, improving the quality of education and training.

"The specific spending is very small, the issue is choosing some breakthroughs," said the Government leader.

As for other things, according to Mr. Long, we have been doing them in other programs and regular expenditures, for example, investing in teaching ethnic minority languages ​​has been done according to separate projects of the regular expenditure program, or building the headquarters of the Ministry of Education and Training.

"Right after the merger, we suggested that Minister Nguyen Kim Son pay attention to infrastructure. This is part of the normal public investment program," said the Deputy Prime Minister.

The Government leader stated that the National Target Program on modernization and improving the quality of education and training only focuses on a few tasks.

"If it is still spread out, the Government will continue to review to come up with the most suitable program in the current context, including goals, tasks and feasibility," said Mr. Long.
