Beginning his working visit, General Secretary To Lam and the delegation visited and inspected Phuc Thinh commune. This is a newly formed commune created from the communes of Nguyen Khe, Bac Hong, Nam Hong, Tien Duong, Van Noi, and a part of Dong Anh town, formerly belonging to Dong Anh district. Phuc Thinh commune has a natural area of over 42 km², a population of approximately 90,920 people; the Phuc Thinh commune Party Committee has 101 branches with over 3,800 Party members.
During the inspection, the General Secretary also commended the impressive results achieved by Phuc Thinh commune, especially the completion of planning and the presence of 12 major projects along the Nhat Tan - Noi Bai axis. At the same time, the General Secretary also highly appreciated the Phuc Thinh commune government for issuing complete working regulations and identifying key tasks on the first day of its new administration.
Expressing his delight at witnessing the well-organized and smoothly operating political system of the commune and the Public Administrative Service Point, the General Secretary emphasized that administrative reform must continue to be promoted so that "management and governance must both be good."
The General Secretary noted that in the coming period, the Party Committee and the government of Phuc Thinh commune must focus on building the apparatus and personnel to ensure continuous and smooth operation, best serving the requirements of development and addressing the needs of the people, especially essential needs such as healthcare and education, in the spirit of staying close to the grassroots, understanding the population, paying close attention to each person and each fate, and not leaving anyone behind.
The commune-level government apparatus must effectively promote the new model, with decentralized tasks and powers so that the government can truly be close to the people, serve and resolve as quickly and best as possible the issues arising from people's practical lives.
Next, General Secretary To Lam and the delegation visited and inspected the operations of the Hanoi City Public Administrative Service Center, Branch No. 1 (at 258 Vo Chi Cong) and Tay Ho Ward.
In Tay Ho ward, the General Secretary assessed that on the first day of implementing the two-tiered local government model, the Party Committee, government, and political and social organizations of the ward had focused on seriously and systematically carrying out their duties effectively to serve the people.
The General Secretary also noted that, along with focusing on preparing and successfully organizing the first Party Congress of Tay Ho Ward, the local government needs to continue paying attention to improving planning work, thereby creating a favorable environment to attract investment and continue making worthy contributions to the development of Hanoi City.
