
The Ho Chi Minh City People's Committee has just approved the investment plan for the construction of two pedestrian bridges across Ton Duc Thang Street and the renovation and upgrading of the B and C wharf bridges at Ba Son under a public-private partnership (PPP) model - a BT contract without requiring payment.
Ho Chi Minh City has assigned the Department of Finance to take the lead, in coordination with the Department of Construction, the Department of Agriculture and Environment, the Department of Planning and Architecture, the People's Committee of Saigon Ward, and other relevant units, to advise and propose the next steps in the process and procedures. During implementation, these agencies must guide the investor to comply with the regulations of the PPP Law and related legal documents.
In addition, the Department of Construction is tasked with leading and coordinating with relevant units to guide the investor in implementing the project, ensuring the completion of the renovation and upgrading of wharf B and wharf C - Ba Son before the Lunar New Year 2026.
At the same time, the remaining items must be completed on schedule, ensuring quality and aesthetics, serving the people and tourists.
Two pedestrian bridges with steel structures are planned, each equipped with elevators and artistic lighting. Specifically, one bridge will be located at the intersection of Nguyen Hue and Ton Duc Thang streets (in front of the Majestic Saigon Hotel). The other bridge will be situated at the intersection of Thai Van Lung and Ton Duc Thang streets (in front of The Landmark building). Both pedestrian bridges are expected to be completed before April 30, 2026.

The construction of two pedestrian bridges aims to reduce traffic congestion and create a safe and enjoyable pedestrian space for residents and tourists, especially pedestrians on Nguyen Hue pedestrian street and the Ba Son area, allowing them to access the bridges to cross the road and reach the Saigon River bank.
Besides the construction of two pedestrian bridges, the B and C wharfs of Ba Son, located adjacent to the Saigon River, are also being renovated to be greener, cleaner, and more beautiful. In particular, the riverside area will feature landscaped areas for sightseeing, and the C wharf will be transformed into a flower island and green space to create a scenic highlight.
The total estimated investment is approximately 80 billion VND (50 billion VND for the two pedestrian bridges and the remainder for the renovation of bridges B and C).
Over the past period, Nguyen Hue pedestrian street (currently 670m long, operating since 2015) has attracted a large number of locals and tourists to experience it. Opposite it, Bach Dang Wharf Park, after being renovated at the end of 2021, has become a bustling entertainment and recreation spot with "boats on the wharf and boats on the river".
However, these two points are still not conveniently connected, forcing people to cross Ton Duc Thang Street, which is quite dangerous and creates traffic conflicts. Residents express their desire for pedestrian bridges to be built soon to connect these two areas for transportation and recreation purposes.
In March 2025, Ho Chi Minh City will also begin construction of a pedestrian bridge across the Saigon River, connecting Bach Dang Wharf Park with the Thu Thiem new urban area, expected to be completed by April 30, 2026, increasing connectivity between the two banks of the river.
