To implement the project to support and improve the effectiveness of cultural centers and sports facilities in villages and residential areas in Thai Binh province from 2021 to 2025, on July 19, 2023, the Department of Culture, Sports and Tourism issued a plan to organize training courses to enhance the professional skills of the management boards of cultural centers and sports facilities, and the core members of cultural, artistic, and sports teams, groups, and clubs at the grassroots level for 279 villages and residential areas throughout the province. Thai Thuy district was the first locality selected to implement the 2023 training course with 468 trainees from 52 villages and residential areas.
Over the three days from September 19th to 21st, trainees were introduced to model regulations on the organization, operation, and criteria of village and neighborhood cultural centers and sports facilities; guidance on establishing cultural center management boards; the work of building teams and clubs; and guidance on organizing and implementing cultural and sports activities at the grassroots level. In addition, trainees practiced staging performances, honing their dance and singing skills; and organizing sports competitions.
The training course has contributed to building a force of cultural officials and grassroots collaborators with effective organizational skills, maintaining regular activities at village and neighborhood cultural centers and sports facilities, thereby serving political tasks and improving the material and spiritual lives of the people.

At the closing ceremony, the leaders of the Department of Culture, Sports and Tourism presented certificates of completion for the training course to representatives of the villages and residential areas.

The trainees performed their reports at the training class after practicing choreographing their acts and honing their dance and singing skills.
