
After the pilot period ends, the City People's Committee will be responsible for evaluating the pilot program and proposing recommendations to the Provincial People's Committee for consideration and decision.
Since 2021, Hai Duong City has been implementing a pilot program to organize and arrange parking spaces in the city center. In 2021 and 2022, the city organized paid parking on five streets: Bach Dang, Ho Chi Minh Boulevard, Hoang Hoa Tham, Hong Quang, Thanh Nien, and Independence Square. In 2023, due to the low number of vehicles parked on Thanh Nien Street, parking was discontinued on this street. The parking spaces are marked with painted lines and equipped with signs and directional indicators, totaling 362 parking spaces. The parking fee is 10,000 VND per vehicle per visit, with a monthly pass costing 250,000 VND per vehicle. Revenue from the use of roads and sidewalks for parking reached over 2.7 billion VND by the end of December 2023.
According to the assessment of the Hai Duong City People's Committee, the pilot program of using roads and sidewalks for paid parking has initially ensured urban order and reduced illegal parking... However, the implementation faces some difficulties and limitations regarding the allocation of parking attendants and the funding for maintenance.
