On the morning of July 24th, at the 2nd session of the 10th term of the Ho Chi Minh City People's Council (2021-2026), the Ho Chi Minh City People's Committee presented a proposal regarding support for collaborators of the Urban Order Management Team and contract workers within the staffing quota of the former district-level Red Cross Society who had to leave their jobs due to the implementation of the two-tiered local government model.

According to the report, from July 1, 2025, administrative agencies and organizations at the district level ceased operations. This resulted in the Urban Order Management Team under the Economic - Infrastructure - Urban Planning Department of the District People's Committee and the former District Red Cross Society no longer continuing their activities.
To ensure the rights and acknowledge the contributions of this force, the Ho Chi Minh City People's Committee proposes the following specific support policies:
A severance allowance equivalent to three months' current salary/wage will be provided to assist in finding new employment; an allowance equivalent to 1.5 months' current salary/wage will be provided for each year of service. The salary used as the basis for calculating the allowance includes the salary coefficient and any allowances subject to social insurance contributions from the month immediately preceding the termination of employment due to organizational restructuring.
The applicable subjects are collaborators of the Urban Order Management Team, under the People's Committee of the district level (formerly); and individuals with labor contracts within the staffing quota of the Red Cross Society of the district level (formerly).
According to the Ho Chi Minh City People's Committee, the total number of beneficiaries includes 703 collaborators of the former district-level Urban Order Management Teams and 154 contract workers within the staffing quota of the former district-level Red Cross Societies.
Based on a salary coefficient of 2.26 and an average length of service of 20 years, the Ho Chi Minh City People's Committee estimates that the total budget needed to cover the support payments is over 175.6 billion VND.
For the time being, the city has temporarily assigned this force to work in wards, communes, and special zones while awaiting the settlement of their benefits, in order to ensure psychological stability and facilitate career transition.
This force has made significant contributions to urban order management, construction, and social welfare at the grassroots level. Providing timely support policies aims to ensure their rights and foster consensus as the city fully implements a two-tiered local government model.
