Ho Chi Minh City issues draft to calculate apartment population: Target 3.5 people/apartment

(Dan Tri) - The draft of Ho Chi Minh City proposes two methods to calculate the population in apartment buildings, one of which is to determine the target of 3.5 people/apartment. HoREA believes that this method is not reasonable.


The Ho Chi Minh City Real Estate Association (HoREA) has just sent a document to the Ho Chi Minh City People's Committee with comments on the draft regulations on methods for determining population in apartment buildings and mixed-use apartment buildings.

The draft proposes two calculation methods, including determining according to the target of 3.5 people/apartment or determining according to the structure of the living room and the corresponding apartment usable area (for example, an apartment from 25 to 40m2 has 1 person; an apartment from 40 to 60m2 has 2 people; an apartment from 60 to 80m2 has 3 people).

The Association finds that the method of determining according to the structure of the rooms and the corresponding apartment usable area is the most reasonable solution in the current situation and is also more optimal in terms of project feasibility.

The Association gives an example, commercial housing project A has a total floor area used for apartments of 100,000 m2. Of which, 10% of the floor area is used for apartments from 25 to 40 m2; 15% of the floor area is used for apartments from 40 to 60 m2; 25% of the floor area is used for apartments from 60 to 80 m2; 25% of the floor area is used for apartments from 80 to 120 m2; 15% of the floor area is used for apartments from 120 to 150 m2; 10% of the floor area is used for apartments from 150 m2 or more.

Thus, the project will have 1,392 apartments. If calculated by the method of determining by the structure of the rooms and the area of ​​the apartments, the project will have 3,930 people. If applied by the method of 3.5 people/apartment, the project will have 4,872 people, 19% higher than the other method.

In addition to the above positive aspects, the Association recommends that the Department of Construction continue to thoroughly consider the application of the method of determination based on the structure of housing and the corresponding apartment usage area, which will lead to the actual population size having an impact on the urban technical infrastructure and social infrastructure system.

When the project is put into operation, the actual population size will be significantly higher, especially in affordable housing projects and social housing. The smallest 1-room apartment (25 m2) to a 1-room apartment of 60 m2 can still have 3-5 people, or even more, not just 1-2 people.

In addition, if the default is that an apartment from 25 to 40m2 has 1 person; an apartment from 40 to 60m2 has 2 people; an apartment from 60 to 80m2 has 3 people; an apartment from 80 to 120m2 has 4 people; an apartment from 120 to 150m2 has 5 people; an apartment from 150m2 or more has 6 people, it is not really close to reality.

Because, most of the middle-income and low-income urban people, workers, and immigrants are living in 1-2 bedroom apartments with 3-5 people. Besides, high-income people are living in apartments (houses) with 3-4-5 bedrooms or more but not always with many people.

Therefore, under current legal and practical conditions, the Association welcomes and agrees with the Department of Construction's proposal that the population be determined based on the structure of housing and the corresponding apartment usage area.

At the same time, the Association proposed that the Ho Chi Minh City People's Committee consider coordinating with competent authorities to determine a reasonable population development target for the city.

The City People's Committee needs to pay attention to directing the Department of Planning and Architecture to coordinate with the Department of Construction and related departments and branches to review, propose and implement local adjustments to the 1/2000 scale zoning plan to promptly meet the requirements of investors in implementing real estate, urban and housing projects.
