
Accordingly, the Department of Construction has proposed a plan to repurpose plot number 1 on Ly Thai To Street into a park and to build a memorial monument for Covid-19 victims.
Specifically, the urban planning adjustment at a scale of 1/2000 will focus on studying local adjustments to the area's planning to meet the objectives of creating green parks, public playgrounds, a memorial for Covid-19 victims, and integrating the exploitation of underground space.
Based on the current plan, an architectural design competition will be held for a monument commemorating the victims of Covid-19, and its construction will be funded through a public-private partnership.
Regarding the construction of a public park, it will be implemented based on a locally adjusted 1/2000 scale planning, investing in green parks and playgrounds for the public at No. 1 Ly Thai To Street through a socialized investment model.
According to the Department of Construction, the project to expand Tran Binh Trong Street (the section from Ly Thai To Street to Hung Vuong Street) is expected to have a preliminary total investment of approximately 1,073 billion VND.
Regarding the office of Vuon Lai Ward, the People's Committee of Vuon Lai Ward proposed relocating the office after the merger of the two levels of local government to the area at No. 1 Ly Thai To Street. However, at the meeting, the units agreed to allocate another public land location within the ward (the land plot at No. 376 Dien Bien Phu Street, Vuon Lai Ward is expected to be the location).

Based on the above proposals, the Department of Construction recommends that the Ho Chi Minh City People's Committee approve the policy of using land plot No. 1 on Ly Thai To Street to develop a public park, erect a memorial monument for Covid-19 victims, and utilize the underground space. At the same time, it recommends adjusting the local 1/2000 planning of the area according to the above plan.
The Department of Planning and Architecture will conduct an inventory, assessment, and classification of the villas in the aforementioned area to serve as a basis for preservation (if any).
Calling for social mobilization to build a memorial monument for Covid-19 victims and construct a public park on the land plot at No. 1 Ly Thai To Street.
The Department of Construction, in coordination with relevant units, will propose an investment plan to expand Tran Binh Trong Street from Ly Thai To Street to Hung Vuong Street (ensuring compatibility with public park space, regional traffic, and relevant planning).
The People's Committee of Vuon Lai Ward, in coordination with the Department of Finance, the Department of Agriculture and Environment, and the Department of Planning and Architecture, will propose procedures for the construction of the ward's office at 376 Dien Bien Phu Street, Vuon Lai Ward.
Planning and current status of land plot No. 1, Ly Thai To Street
According to the plan, the land plot at No. 1 Ly Thai To Street ( Government Guest House - PV), with an area of 4.3 hectares, is designated for mixed-use development. The plot has a building density of 20%, with heights ranging from 1 to 15 stories, and a land use coefficient of 2.0 times. Of this, 2.1 hectares are designated for mixed-use development; 2.18 hectares for urban-level public green space; and the land includes a station for the extended Metro Line 1 and Metro Line 3.
Regarding traffic around the land plot, Tran Binh Trong Street (the section from Ly Thai To Street to Hung Vuong Street) is approximately 370m long with a planned cross-section of 17m. Currently, the road has an average width of about 5m and is not yet connected to Ly Thai To Street. As for surrounding roads such as Hung Vuong and Ly Thai To, they have already been developed according to the plan.
