500kV transformer station has no power outlet

The 500kV Long Thanh transformer station (TSS) and connecting line is a project to supply electricity to the Long Thanh airport area, industrial parks and neighboring residential areas. The station was completed in 2021, but the connecting line is still stuck in the land clearance.

* Station construction completed

The Long Thanh 500kV substation project and connecting lines are urgent projects to supplement the power supply for the airport, industrial parks and daily life; increase the load for Dong Nai and neighboring areas. According to the plan, the project will be energized in September 2022, but to date, the road to the substation and connecting lines have not been completed.

Mr. Truong Huu Thanh, Director of the Southern Power Project Management Board, said that the substation was completed in 2021, but the 220kV connection line has not yet completed the site clearance. “We have closed the substation but cannot release the capacity. The reason is that the 220kV line is stuck in the site, so we cannot construct towers and pull wires to release the capacity,” Mr. Thanh shared.

Specifically, the pier foundation has 18/56 locations that have not yet approved compensation plans. The corridor has 137/248 households that have not yet approved compensation plans. The investor proposed that the district prioritize the establishment and approval of compensation plans for the pier foundation locations first for construction, then continue to approve compensation plans for the power grid corridor.

Land acquisition issues not only affect the project's progress and investment efficiency, but also affect the local electricity supply, especially the airport.

Regarding this issue, Mr. Tran Van Than, Vice Chairman of Long Thanh District People's Committee, said that the above project has nearly 250 affected cases, including religious land. Up to now, the locality has organized the counting, established, submitted for approval of compensation plans and completed the handover of 38 pillar foundation locations. The remaining locations are currently preparing compensation plans.

According to Mr. Than, the locality has been very active in the past, going to each household and organization to mobilize the handover of land for the project. When the people agreed and the compensation plan was approved, the investor was slow to transfer money for the district to pay to the people.

The Long Thanh 500kV substation project and connecting lines have a total investment of more than 1.2 trillion VND. The project is expected to be energized in September 2022, but to date, many pier foundations, access roads to the substation and transmission lines have not been completed.

“According to regulations, households affected by the power grid corridor are supported with a maximum of 70% compensation. The district has mobilized people many times, approved a compensation plan of 90 billion VND since September 2022, but up to now, the investor has only transferred 15 billion VND, the rest of the money has not been received by the people,” Mr. Than shared. The investor's delay in transferring compensation and support money has led to people's opinions.

* Ensure power supply for development

Currently, not only the Long Thanh 500kV substation project and the connecting line, but many high-voltage power projects and works in the province are also behind schedule. The reason is that the power project has a power line passing through many areas and many land locations, the process of surveying and appraising land prices takes a long time. The electricity industry only recovers land and compensates for the land taken to build the station and the foundations; the power grid corridor only compensates for a maximum of 70% of the capacity, in many cases people do not agree, the locality has to propagate and mobilize many times.

In recent times, the power supply and transmission infrastructure in many places in the province have been full and locally overloaded. In the Long Thanh - Nhon Trach area, in the future, there will be a series of key projects such as airports, seaports, new and expanded industrial parks. Therefore, investing in new power projects and works and ensuring completion progress will help investors save costs, promote project efficiency, and the locality will have more power sources for socio-economic development.

Regarding this project, Vice Chairman of the Provincial People's Committee Vo Tan Duc requested the People's Committee of Long Thanh District to preside over inviting the Southern Power Project Management Board to work to unify locations and priority cases for approving compensation plans; focus on appraising additional land prices, preparing and submitting for approval additional compensation plans for the remaining cases in the third quarter of 2023 to hand over the site to the investor.

For investors, it is necessary to coordinate more closely with departments, branches and Long Thanh district in implementing compensation for site clearance and handling arising problems. Responsible for transferring money as soon as the locality approves the compensation plan to pay the people. Try to complete the project this year to ensure electricity supply for the area, especially Long Thanh airport.

Power sources and transmission infrastructure must not only be sufficient but also “a step ahead” to promote infrastructure projects and attract investors. However, recent reality shows that many power projects in the province have not met the schedule. Departments, branches and localities need to be more drastic in site clearance; investors need to proactively coordinate and be responsible with localities during project implementation.
