Tran Yen builds "Socialist Society"

Tran Yen Commune is one of two localities researched, surveyed and selected by Lao Cai Provincial Party Committee to pilot the "Socialist Commune" model.

Comrade Do Minh Huan - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Tran Yen commune emphasized: "Inheriting the achievements of the first new rural district (NTM) of Yen Bai province and the whole Northwest region, Tran Yen commune is determined to become a countryside of "Rich people, strong commune, democracy, fairness, civilization".

Tran Yen commune was established on the basis of merging Co Phuc town and 5 communes: Tan Dong, Bao Dap, Thanh Thinh, Hoa Cuong, Minh Quan with a total area of ​​over 110 km2 and a population of nearly 30,000 people.

In recent years, Tran Yen has maintained stable development, with an estimated average income per capita of 68.6 million VND in 2025. In the agricultural sector, it continues to form sustainable key commodity production areas with a mulberry area of ​​over 700 hectares, a cinnamon area of ​​over 6,000 hectares, of which over 3,200 hectares meet organic standards; a fruit tree area of ​​over 250 hectares. Livestock farming has developed in the direction of biosafety, on a large scale with 145 poultry farms with a scale of 1,000 birds/batch... From traditional agricultural production, the commune's agricultural sector has shifted to developing commodity production associated with value chains. The average income value reaches 200 - 250 million VND/ha/year.

In addition, the industrial, commercial and service sectors have developed; the export value of goods in 2025 is estimated to reach nearly 50 million USD, with products such as silk, cinnamon, laminated boards, garments, mechanical products... exported to markets in the EU, Middle East, US, Canada, Japan, India...

New rural construction in Tran Yen has become a widespread movement with the active participation of the entire political system and the entire population, reaching the finish line earlier than the resolution's target, contributing to accelerating the industrialization and modernization of agriculture and rural areas in the direction of "ecological agriculture, modern countryside, civilized farmers". The socio-economic infrastructure system has been invested synchronously with the total mobilized capital for development investment in the 2021 - 2025 period estimated at 372 billion VND.

The rural appearance of Tran Yen has fundamentally changed in the direction of "bright - green - clean - beautiful"; economic and social infrastructure has been invested synchronously, from transportation, irrigation, electricity, schools to grassroots cultural institutions. The average income per capita in 2025 is estimated to reach nearly 69 million VND (1.5 times higher than the average level of the province); the whole commune basically has no poor households. In Tran Yen commune, there are currently many new rural areas such as Khe Dat, Hoa Cuong 1, Lan Dinh, Truc Dinh, Minh Quan 5... The new rural areas in Tran Yen today are vivid evidence of the strength of great solidarity, consensus and joint efforts of the Party Committee, government and people of all ethnic groups in the commune.

Comrade Tran Anh Tuan - Party Secretary, Chairman of the People's Council of Tran Yen commune discussed: "The pilot model of "Socialist commune" in Tran Yen sets out the core goal: "Rich people, strong, democratic, fair, civilized commune". This is a special, unprecedented task, requiring high concentration and breakthrough in thinking".

Accordingly, Tran Yen commune determined to promote the location advantage of the dynamic axis along the Red River to create an economic breakthrough, striving for an average growth rate of about 12%/year; average income per capita by 2030 reaching about 110 million VND (40 million VND higher than the average of the whole province). The export value of key goods reached over 100 million USD, becoming an important growth driver of the locality. Developing modern agriculture and making breakthroughs in the tourism sector, in which, continuing to expand the scale, increasing the value of key products in the direction of organic, ecological, and circular; striving to build 2 national 5-star OCOP products. Mobilizing resources to invest in synchronous and modern essential infrastructure according to the model NTM criteria and the goal of "Socialist Society", aiming to build Tran Yen into a "Green, smart, modern" urban area.

At the same time, focus on developing organic, ecological, and circular agricultural products, making Tran Yen a center for connecting and developing mulberry and silk in the North; promote attracting investment in eco-tourism and agricultural experiences, becoming an attractive destination on the journey to explore the Northwest.

Along with that, Tran Yen pays special attention to building socialist people with the goal of reaching a happiness index of over 90%. Comrade Pham Huy Mai - Head of the Department of Culture and Society of Tran Yen commune said: "Tran Yen sets the goal of taking care of comprehensive development of cultural and social fields, preserving and promoting the identity and good cultural values ​​of ethnic groups associated with building socialist people. Ensuring that all people enjoy the fruits of development; striving for universal health insurance coverage. Building each family into a happy, harmonious and progressive cell; each village and hamlet into a united, consensual and effectively self-governing community...".

The first Congress of Tran Yen Commune Party Committee, term 2025 - 2030, has determined the goal of the new term as "Building a clean and strong Party and political system; promoting the strength of great national unity; effectively exploiting potentials and advantages; creating a breakthrough to turn Tran Yen into a typical modern, civilized and model new-style rural commune of the Northern Midlands and Mountains". Therefore, building a clean and strong Party Committee, a creative, honest and active government is identified as the key, contributing to building Tran Yen commune into a model: "Bright, green, clean, beautiful, safe" - a truly livable countryside, rich in love and happiness".
