Kinhtedothi - On the afternoon of November 5th, the Hanoi People's Committee held a preliminary review of the first year of the Project on managing, using, and effectively exploiting public assets of Hanoi City for the period 2023 - 2025 and launched a comprehensive inventory of public assets.

Maximizing the potential and value of resources.

From the moment the Project on the Management, Use, and Effective Exploitation of Public Assets in Hanoi City for the period 2023-2025 was approved, the city identified this as a key and long-term task, requiring close coordination, effort, and high responsibility from departments, agencies, and units.

To ensure the project's implementation, the Hanoi People's Committee issued Plan No. 155/KH-UBND dated May 26, 2023, with a clear assignment of 9 groups of solutions and 67 tasks (including both time-limited and ongoing tasks). After one year of implementation, the management of public assets in Hanoi has made remarkable progress, becoming more systematic, scientific, and achieving significant improvements.

Through its implementation, the Project has helped Hanoi build a public asset management system that is not only sustainable but also contributes to maximizing the potential and value of resources, aiming towards the comprehensive socio -economic development of the Capital city.

In addition to improving the management system and perfecting policy mechanisms, the city has completed the main tasks in the plan. Of the 29 tasks with deadlines assigned in the Project, 15 have been completed. These tasks include reviewing and supplementing regulations on management decentralization, building coordination mechanisms, and establishing a database on public assets.

Some notable tasks completed include: developing regulations for the periodic coordination of public asset information provision, planning the handling of financial obligations related to state-owned housing funds, and advising the City People's Committee on a plan to address shortcomings in housing fund management.

In particular, the scheme to utilize reciprocal land funds for BT (build-transfer) projects is a flexible solution that helps the city mobilize investment resources for infrastructure without relying entirely on the budget. This is a practical way to effectively utilize public assets, serving the city's development goals.

In addition, the Department of Finance has completed the Public Asset Data Warehouse, connecting data from units throughout the city. A plan to address shortcomings in housing fund management has been developed, focusing on two main housing funds: specialized housing and resettlement housing.

Speaking at the conference, Vice Chairman of the Hanoi People's Committee Ha Minh Hai emphasized that Hanoi recognizes the importance of public assets, with seven categories of public assets. He stressed that without reviewing and building a clear management database, waste would be inevitable. Therefore, the City Party Committee directed, the City People's Council got involved, and the City People's Committee developed a plan for the effective management, use, and exploitation of public assets.

The Vice Chairman of the People's Committee of Ho Chi Minh City stated that, during the review process of this project, it was found that the city's public assets are very large, encompassing all seven categories in the list. The assets of the administrative and public service sector alone amount to 455,000 assets. Given this large quantity and scale, bringing public assets under management and exploitation is of paramount importance.

According to Vice Chairman of the Hanoi People's Committee Ha Minh Hai, the city has developed a plan with four specific and detailed objectives for each stage, with the general principle of assigning tasks according to the "5 clear" motto. Specifically, there are 29 tasks with deadlines and 38 ongoing tasks.

Of the 15 completed tasks, 6 were of significant importance. Regarding advisory work, the Department of Finance proactively advised on incorporating provisions concerning public assets into the Capital City Law regarding concessions, leases, and joint ventures. Simultaneously, it proposed the drafting of Decree 108/2024/ND-CP on the regulations governing the management, use, and exploitation of public land and houses not used for residential purposes, to be managed and exploited by local housing management and business organizations. This Decree has fundamentally resolved bottlenecks, allowing for the commencement of the management and exploitation of public assets in the city.

Regarding strengthening decentralization of authority, the Vice Chairman of the City People's Committee highly appreciated the Department of Finance's timely proposal to decentralize authority to units in managing public assets. In the future, the city will grant more power to those directly managing assets.

Regarding debt classification and financial obligation determination, the Department of Construction is implementing debt recovery and enforcement measures with great determination; continuing to digitize 455,000 assets in the administrative and public service sector…

Vice Chairman of the Hanoi People's Committee, Ha Minh Hai, requested that the Department of Finance take the lead in promptly implementing the contents of the Law on the Capital City and Government Decree 108/2024/ND-CP dated August 23, 2024. In particular, he emphasized the need to review the "3Qs" (referring to the three key areas of planning): reviewing all sectoral planning to avoid waste; reviewing inter-agency regulations and procedures for reporting to city units; and reviewing all economic and technical standards, norms, and unit prices.

According to Vice Chairman of the Hanoi People's Committee, Ha Minh Hai, if the "3Q" (referring to the three requirements/privacy criteria) are reviewed, then the exploitation and management of public assets can be synchronized. This will lead to thorough and strong decentralization, eliminating the need for further approvals from departments and agencies.

The Vice Chairman of the People's Committee of Ho Chi Minh City requested the Department of Finance to expedite the review and arrangement of public assets; promote digital transformation and the application of information technology to build a database in the spirit of "accurate, complete, clean, and functional," with an update mechanism; and utilize existing data and information for sharing. Departments should continue to review outstanding issues with the aim of quickly and effectively utilizing public assets, "processing for exploitation and development." Units must be responsible for the quantity of assets assigned to them for public asset management.

At the conference, representatives from the Ministry of Finance disseminated and guided the implementation of the Public Asset Inventory Project and Government Decree No. 108/2024/ND-CP dated August 23, 2024.
