
At the Hai Duong Provincial People's Committee meeting on the morning of November 21st, the Department of Finance reported on proposals requesting the Provincial People's Committee to submit to the Provincial People's Council for promulgation three resolutions: regulations on the content and expenditure levels to ensure the operation of the Advisory Council under the Provincial Fatherland Front Committee and the Advisory Board under the District Fatherland Front Committees in Hai Duong province; regulations on the expenditure regime for receiving, visiting, and congratulating certain individuals by the Vietnam Fatherland Front Committees at all levels in Hai Duong province; and regulations on the content and expenditure levels to ensure the supervision and social criticism activities of the Vietnam Fatherland Front Committee and political and social organizations in Hai Duong province.
Notably, the Department of Finance proposed providing monthly operational support to the Chairpersons and Vice-Chairpersons of the Advisory Council under the Provincial Fatherland Front Committee; and the Chairpersons and Vice-Chairpersons of the Advisory Boards under the District Fatherland Front Committees, who are not salaried employees of the state budget. In addition, the plan includes expenses for conferences, seminars, travel expenses, purchasing materials and stationery, writing reports and providing written feedback, and other expenses directly related to advisory activities (if any).

The monthly operational allowance for the Chairman of the Advisory Council is equal to 1 times the basic salary, for the Vice Chairman it is 0.8 times the basic salary. The Head of the Advisory Board receives 0.15 times the basic salary; and the Deputy Head of the Advisory Board receives 0.1 times the basic salary.
Conference and seminar expenses and travel allowances shall be implemented in accordance with Resolution No. 51/2017/NQ-HĐND dated December 13, 2017, of the Hai Duong Provincial People's Council, which stipulates the travel allowance regime and the conference organization expenditure regime for state agencies, public non-business units, political organizations, socio-political organizations, and associations using funds supported by the state budget in Hai Duong province.
The fee for writing reports and providing written feedback to the Advisory Council is 600,000 VND per document or report, and to the Advisory Board is 400,000 VND per document or report...
Agreeing with the content of the Department of Finance's proposal regarding the level of financial support for cases under the Fatherland Front Committees at all levels, Chairman of the Provincial People's Committee Le Ngoc Chau requested the Department to coordinate with the Department of Justice to finalize the legal basis, complete the proposal, draft resolution, and report to the Provincial People's Committee.
The Chairman of the Provincial People's Committee assigned Vice Chairman Tran Van Quan to oversee the completion of the submission documents and reports to the Provincial People's Committee for submission to the Provincial Party Standing Committee and presentation to the Provincial People's Council at the upcoming session.
The November session of the Hai Duong Provincial People's Committee (4th meeting) also considered reports proposing to the Provincial People's Council the issuance of a Resolution on some policies for forces participating in protecting security and order at the grassroots level in Hai Duong province; the Revised Planning Project for the construction of Thanh Mien district until 2030, with a vision to 2050 (2nd revision); and the Revised Planning Project for the construction of Gia Loc district until 2030, with a vision to 2050 (2nd revision).
