Implementing solutions to build a strong and modern national defense system based on the participation of all citizens.

On the morning of December 17th, in Hanoi, the Central Military Commission - Ministry of National Defense held the All-Army Military-Political Conference to assess the results of leadership and guidance in implementing military and national defense tasks in 2025 and to deploy tasks for 2026. President Luong Cuong attended and delivered a speech at the Conference.

Also attending were General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the General Political Department of the Vietnam People's Army; members of the Central Committee of the Party who are leaders of central committees, ministries and branches; leaders of the Ministry of National Defense and units under the Ministry.

Presenting the summary report at the conference, General Nguyen Tan Cuong, Chief of the General Staff and Deputy Minister of National Defense, stated that in 2025, with a proactive spirit, high responsibility, and determination, the Central Military Commission and the Ministry of National Defense focused on leading and directing the entire army to overcome all difficulties, accelerate progress, and comprehensively complete the year's tasks, achieving many outstanding achievements. In particular, the entire army maintained constant vigilance and high combat readiness, accurately grasped and predicted the situation, promptly advised the Party and State on handling situations flexibly and effectively, preventing passivity and surprise, firmly protecting territorial sovereignty , and coordinating to maintain security and order nationwide; closely coordinating with ministries, departments, and localities to mobilize the strength of the entire political system and the whole people, building a national defense system, military region defense, and provincial and city defense zones that are increasingly solid.

The military also organized visits and inspections of the Truong Sa Special Zone and the DK1 platform, ensuring strict security measures; provided training and education on national defense and security knowledge for cadres, Party members, religious dignitaries and officials, and students, contributing to raising the awareness and responsibility of the entire population regarding the sea and islands and the cause of national construction and defense; deployed over 1 million troops, militia, and self-defense forces, and over 24,300 ships, boats, helicopters, UAVs, and various types of vehicles and facilities to participate in disaster prevention, control, and mitigation in areas affected by natural disasters, storms, floods, and landslides; and conducted search and rescue operations for fishermen and other forces operating in the sea, islands, and remote areas.

Notably, in 2025, Party committees and organizations at all levels were promptly consolidated, upholding principles, promoting combativeness, exemplary conduct, unity, and effectively fulfilling their leadership roles; strictly implementing the Central Committee's guidelines and directives on Party building and rectification. The entire army prioritized building and promoting political and spiritual factors; linking the promotion of studying and following Ho Chi Minh's thought, morality, and style with the "Determined to Win" emulation movement, achieving practical results; with over 81,000 collectives and individuals receiving awards.

Policy work, mass mobilization, and the implementation of grassroots democracy regulations have seen many innovations, practical and effective results. The entire army has mobilized over 3,000 billion VND for policy work, providing care for 595 Vietnamese Heroic Mothers; supporting people in disaster-stricken areas and disadvantaged localities in building schools and public works, donating 992 houses of gratitude, and eliminating nearly 18,400 temporary or dilapidated houses…

In 2025, the Army will also actively and responsibly participate in the foreign affairs activities of the Party and State, multilateral and bilateral defense diplomacy, United Nations peacekeeping operations, and the MIA program, contributing to strengthening trust, enhancing the international standing and prestige of the country and the Army, and protecting the Fatherland "from early on and from afar".

Regarding the direction and tasks for 2026, the Central Military Commission and the Ministry of National Defense have determined that the entire army will thoroughly and effectively implement the directives of General Secretary To Lam at the 12th Congress of the Party Committee of the Army and at the 15th Session of the Central Military Commission; focusing on effectively implementing the "2 steadfast, 2 intensified, 2 preventive" principles and the "5 firm" principles. Along with this, the Army will focus on improving its capacity for research, forecasting, and situation assessment, advising the Party and State on the correct formulation of military and national defense policies and strategies to meet the tasks of protecting the Fatherland both in the short and long term, promptly and successfully handling situations, and preventing any passive or unexpected events; strengthening the construction of military region defenses and solid defense zones; proactively researching and developing theoretical thinking, military art, people's war, and successfully responding to all types of warfare in the new conditions.

Building a clean, strong, and exemplary Party organization within the Army, with a pioneering and exemplary cadre of Party members and officers capable of fulfilling their duties, is also identified as a key task. In particular, emphasis is placed on building a politically strong Army; strengthening the protection of the Party's ideological foundation and combating erroneous and hostile viewpoints; proactively, independently, and resolutely ensuring adequate and timely logistical and technical support for all tasks; and flexibly, effectively, and practically implementing bilateral and multilateral defense diplomacy activities.

Speaking at the Conference, President Luong Cuong stated that in 2025, the global and regional situation will be complex, unpredictable, and uncertain, with increasing security, political, economic, and social risks; directly impacting the country's development. Domestically, alongside advantages, we also face many difficulties and challenges; natural disasters, storms, floods, landslides, and inundations are becoming more complex, causing very heavy damage in many localities across the country. However, under the leadership and guidance of the Party and State, and the efforts of all levels, sectors, and localities, with the support and cooperation of the entire population and the business community, our country has achieved quite comprehensive results.

Highlighting the significant contributions of the Army to the country's overall achievements, the President assessed that the Central Military Commission and the Ministry of National Defense have led and directed the entire army to excellently fulfill its military and national defense tasks; effectively performed its strategic advisory function to the Party and the State; promptly proposed and effectively handled situations, maintaining the initiative, preventing passivity and surprise, firmly protecting the independence, sovereignty, unity, and territorial integrity of the Fatherland; and closely coordinated with other forces to maintain political security and social order throughout the country.

Furthermore, the entire military has maintained and effectively promoted its core role in building a national defense system, a national defense posture, and the defense of military regions and defense zones at all levels, linked with a people's security posture and a solid "people's support" posture. The military has also excellently completed training, parades, and marches, and organized activities to commemorate major national holidays, leaving a positive impression on the people and international friends; logistics, technical work, and the defense industry have achieved positive results.

The President noted that international integration and defense diplomacy have been conducted actively, proactively, substantively, and effectively; the work of building strong Party organizations and a politically strong Army has been given special attention; and mass mobilization and policy work have been implemented proactively, actively, and creatively, with many new models, good and practical approaches, and effective results.

Acknowledging the outstanding and exceptionally excellent results achieved in 2025, on behalf of the Party and State leaders, the President commends and congratulates the Central Military Commission, the Ministry of National Defense, and all officers and soldiers of the entire army on the achievements they have strived to attain.

Basically agreeing on the assessment, forecast of the situation, direction, tasks, and solutions outlined in the summary reports and speeches, President Luong Cuong requested the Central Military Commission, the leadership of the Ministry of National Defense, and Party committees and commanders at all levels throughout the army to continue leading and directing the effective implementation of the strategic advisory function to the Party and State on military and national defense matters; to be proactive and perceptive, to improve research and forecasting capabilities, and to have effective countermeasures to handle situations, avoiding passivity and surprise; and to continue proactively coordinating and effectively implementing Resolution No. 8 of the 13th Central Committee on the Strategy for National Defense in the new situation.

The President requested coordinated implementation of specific solutions to build a strong and modern national defense system; to build solid military defense zones and defense areas at all levels in the new conditions, especially ensuring synchronization with the two-tiered local government organization and provincial and commune-level administrative units after reorganization, ensuring truly effective and efficient operation. Continue to effectively implement the policy of combining national defense with the economy, and the economy with national defense; promote the very important role of the economic-defense units and units as the core in participating in socio-economic development and stabilizing the population in border and island areas, contributing to building a national defense posture and firmly protecting national sovereignty, borders, and islands.

The President emphasized the need to focus on building a revolutionary, regular, elite, and modern People's Army; improving the overall quality and combat strength of the entire army; strictly maintaining combat readiness; innovating and improving the quality of training, education, and exercises according to plans and in line with new combat conditions; and firmly protecting the airspace, sea areas, borders, inland areas, cyberspace, and key strategic locations. He stressed the importance of accelerating breakthroughs in science and technology development, innovation, digital transformation, mastering manufacturing and production technologies, and modernizing weapons and equipment to meet the requirements of building a modern army in the new situation.

On the other hand, according to the President, the military needs to proactively and comprehensively implement international integration and defense diplomacy effectively, ensuring the highest national interests. It should strengthen cooperation, create interwoven interests, and consolidate strategic trust with partners, especially neighboring countries, traditional friends, countries in the region, and major powers. It should leverage the role and strengths of defense diplomacy, maximize international support, and proactively and responsibly participate in defense diplomacy activities, regional and international multilateral forums, and United Nations peacekeeping operations.

In order to continue focusing on leading, directing, and caring for the building of a truly clean and strong Party Committee within the Army, the President requested that special attention be paid to improving the leadership capacity and combat strength of Party committees and organizations at all levels, and the pioneering and exemplary role of cadres and Party members, especially leading cadres and Party committee members at all levels; upholding principles, especially the principle of democratic centralism, self-criticism and criticism; improving the quality of inspection, supervision, and the fight against corruption, waste, and negative phenomena, preventing degradation, "self-evolution," and "self-transformation" within the Party.

Building on the glorious traditions of the heroic Vietnam People's Army, President Luong Cuong expressed his confidence that the Central Military Commission, the Ministry of National Defense, and all officers and soldiers of the entire army will certainly excellently fulfill all assigned tasks, together with the entire Party and people, firmly protect the socialist Fatherland of Vietnam, and confidently lead the country into a new era - an era of strong, prosperous, and happy development for the Vietnamese nation.
