In implementing the conclusions of the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste, and negative practices, the Ministry of Finance has recently carried out assigned tasks and issued numerous documents, including developing a report outline and a plan for handling public assets when reorganizing administrative units. Based on the opinions of delegates at this conference, the Ministry of Finance will continue to refine the plan for submission to higher authorities for approval.
At the conference, delegates focused their discussions on the organizational structure before and after the restructuring, reporting on the current situation and the need for headquarters after the restructuring; reviewing and developing plans for the arrangement, allocation, and handling of houses and land; and proposing solutions for projects, works, and headquarters that are currently underway or have had their investment plans approved and are affected by the restructuring and streamlining of the administrative apparatus and units.
In his concluding remarks, the Deputy Minister of Finance emphasized that the principle of developing plans for the allocation, arrangement, and disposal of public assets must be carried out simultaneously with the process of developing plans for the reorganization of administrative units at all levels. The allocation, arrangement, and disposal of assets must be appropriate to the user unit, the characteristics and nature of the assets, maximizing the utilization of existing asset resources while maintaining a long-term vision to serve long-term goals. He requested that ministries, sectors, and localities continue to accelerate the comprehensive inventory of public assets at agencies and units, including infrastructure assets invested by the state; review surplus or reduced-demand office buildings; and determine the need for office space according to the new organizational structure, ensuring careful and thorough review during the process. He also accepted all the opinions of the delegates to finalize the plan in the coming time.
