Implementing a general inventory of union assets from January 1, 2026

The Vietnam General Confederation of Labor has just issued a plan to conduct a general inventory of union assets at all union levels and public service units under the management of the General Confederation, to ensure a full review of the asset system according to regulations of the Government and the Ministry of Finance.

The inventory will be carried out from January 1, 2026. The Decision was issued on the basis of the Trade Union Law, the Law on Management and Use of Public Assets, and decisions and directives of the Prime Minister and the Ministry of Finance related to the general inventory of public assets.

The units that must conduct a general inventory are: Trade Union Working Committee, Labor Relations Committee of the Vietnam General Confederation of Labor; public service units under the Vietnam General Confederation of Labor including: Trade Union University, Ton Duc Thang University, Guest House of the Vietnam General Confederation of Labor, Institute of Labor Safety and Hygiene Science, Labor Newspaper, Labor Publishing House, Trade Union Project Management Board and 10 vocational training facilities under the Vietnam General Confederation of Labor; Provincial and municipal Labor Confederations of Labor; Central and equivalent industry trade unions; General Corporation trade unions under the Vietnam General Confederation of Labor (including commune, ward and special zone trade unions; public service units under provincial-level Labor Confederations of Labor according to management decentralization).

The Vietnam General Confederation of Labor also clearly stipulates the implementation progress; in which the establishment of the inventory team must be completed before November 30, 2025, and the preparation of documents and data must be completed before December 31, 2025.

According to the Plan, the inventory period is from January 1 to March 31, 2026 and the results will be summarized and sent to the General Confederation before April 10, 2026 to report to the Ministry of Finance before May 31, 2026.

The Vietnam General Confederation of Labor assigns the Trade Union Working Committee, the Labor Relations Committee, provincial labor federations, trade unions at all levels, and heads of relevant units to be responsible for organizing implementation in accordance with the issued plan.
