The Government Office has just issued Notice No. 269 dated June 22, 2024, concluding the Government Standing Committee's conclusion on the Ho Chi Minh City Planning for the 2021-2030 period, with a vision to 2050.

Ho Chi Minh City planning needs breakthroughs in mechanisms and policies

The announcement clearly stated that the Ho Chi Minh City Planning plays an important role in the development of the Southeast Region and the region; is the basis for adjusting the Ho Chi Minh City Master Plan to 2040, with a vision to 2060, establishing lower-level plans; developing plans to implement the planning and plans to arrange district- and commune-level administrative units in the City; developing mechanisms, policies, and solutions to attract investment and implement the City's projects in order of priority in the area.

The Government Standing Committee acknowledged and highly appreciated the Ho Chi Minh City People's Committee and the Ministry of Planning and Investment for their close coordination with ministries, agencies and localities in the process of establishing and appraising the Ho Chi Minh City Planning; the Planning dossier complied with the order and procedures prescribed by the law on planning and environmental law, was carefully prepared, of high quality, and achieved initial success.

To soon complete the Ho Chi Minh City Planning dossier to submit to the Prime Minister for approval, we request the Ho Chi Minh City People's Committee to urgently review, study and absorb the opinions of the Government Standing Committee and delegates at the meeting.

In particular, the content of the Ho Chi Minh City Planning needs to be oriented towards development creation, open; modern thinking, strategic vision, innovation; breakthroughs in mechanisms, policies, infrastructure, human resources; not perfectionist, hasty; planning according to a roadmap.

Make the most of opportunities, resolve challenges (institutions, subsidence, flooding, traffic congestion); clearly identify bottlenecks and causes leading to limited development in the past to have appropriate solutions, effectively implement the goals and tasks identified in the City Planning.

Viewpoints, goals and orientations closely follow the Party Congress Resolution, Socio-economic Strategy for the 2021-2030 period; Resolution No. 24 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast Region, Resolution No. 31 of the Politburo on directions and tasks for developing Ho Chi Minh City; National master plan, national sectoral plan, Southeast Region plan, ensuring synchronization, unity and efficiency.

Continue to review and clearly define the functions, roles, positions and importance of Ho Chi Minh City to the Region and the country in the fields of economy, culture, society, national security and defense, and foreign affairs to find out the distinct potential, outstanding opportunities and competitive advantages of the City.

Ensuring strategic, long-term, comprehensive

The announcement clearly stated that the Planning ensures strategic, long-term, and comprehensive nature; orients the allocation of investment resources, prioritizes key areas, identifies breakthrough projects, and creates momentum for the City's development.

Make the most of underground space; water space; prioritize potential and effective spatial locations to plan for service development, tourism, production and business; promote cultural industry, entertainment industry; take advantage of green, smart and modern development trends to attract strategic investors and high-quality resources. Speed ​​up the implementation of the Project to form an International Financial Center, the Project to build Can Gio International Transit Port and the Center for Innovation and Industry.

Regarding urban development, ensure urbanization is associated with promoting rural development; research the model and development structure of "village in city, city in village" suitable for the green development stage and suburban districts.

The Government Standing Committee requested to submit to the Prime Minister the Ho Chi Minh City Planning no later than the first half of July 2024.

Regarding the development plan of industries and fields: continue to improve and upgrade the model of industrial - urban - service zones; carefully study the planning of the Saigon River to develop green tourism combined with ensuring water security; focus on attracting investment projects that fully ensure all three factors: advanced technology, environmental protection and use of high-quality human resources.

Regarding infrastructure development plans: focus on investing in developing transport infrastructure to ensure seamless connectivity within the city, between provinces, between regions and internationally; focus on linking transport infrastructure development with irrigation infrastructure, infrastructure for flood and disaster prevention and response, and climate change adaptation; effectively use underground space; develop modern urban railways connecting complex centers and satellite cities.

Focus on developing traffic routes connecting to Long Thanh, Bien Hoa, Binh Duong airports; developing digital infrastructure. Solving problems of traffic congestion, flooding, environmental pollution, especially air pollution.

Promote and strengthen resources from public-private cooperation and socialization; focus on exploiting land, natural resources and human resources, taking people as the central subject for development.

Ministries and ministerial-level agencies, according to their functions and state management tasks, proactively coordinate with Ho Chi Minh City in completing the Planning dossier; coordinate with the Ministry of Planning and Investment to review and comment on the Ho Chi Minh City Planning according to legal regulations on planning; actively coordinate to remove difficulties and obstacles, and resolve outstanding issues for projects in the City to ensure feasibility in implementing the Planning.

The Ho Chi Minh City People's Committee urgently reviews and completes the City Planning according to legal regulations, ensuring consistency and consistency with plans in the national planning system; sends it to the Ministry of Planning and Investment for review according to legal regulations; submits it to the Prime Minister for consideration and approval, striving to submit it in June 2024, at the latest in the first half of July 2024 .
