Schools in Central Vietnam proactively implement the 'four on-the-spot' principle to respond to floods and heavy rains.

Students are temporarily suspending attendance at school.

Due to the impact of prolonged rainfall causing flooding in many localities, teaching activities in many schools in Quang Tri, Hue City and Da Nang City have been temporarily disrupted.

In Vinh Dinh commune ( Quang Tri province), rising water levels have flooded schoolyards by 20-30cm. Currently, approximately 3,330 students from 10 schools in the area are staying home from school. Specifically, 484 students are in the former Hai Xuan commune; 740 students in the former Hai Vinh commune; 638 students in the former Hai Ba commune; and some students in Hai Que and Hai Quy communes…

Ms. Nguyen Thi Hoang Oanh, Principal of Hai Vinh Primary and Secondary School, said that the school has 3 locations with 486 students. Currently, the water level in the schoolyard is about 30cm, not yet reaching the classrooms. However, due to deep flooding in residential areas and on roads, all students are staying home from school to ensure their safety.

Hai Ba Primary and Secondary School was also flooded to a depth of 35-40cm. Principal Hoang Dung said: “The school has three locations, two of which are primary school areas with flooded yards of 30-40cm. The entire school has 638 students across both levels. If the water doesn't recede in the next one or two days, the school may switch to online teaching.”

In Dien Sanh commune, Thien Thanh Primary and Secondary School, Hai Truong Primary and Secondary School, and Hai Thanh Kindergarten were forced to close due to localized flooding caused by heavy rain.

The flooding situation in Nam Hai Lang commune is becoming complicated. Currently, village and hamlet roads are flooded to a depth of 1m to 1.5m. The inter-commune road Tan - Son - Hoa, the Khe Muong road (DH 57), and the Xuan Loc - Tan Luong road (DH58) are flooded to a depth of 0.5 - 0.7m. Hai Tan and Hai Hoa kindergartens, primary and secondary schools have suspended classes.

Mr. Truong Van Mau, Principal of Hai Hoa Primary and Secondary School, said: “The area is severely flooded, so students have been absent from school since Friday. Currently, the water level is rising, flooding four school locations. At the secondary school, the water has entered the classrooms to a depth of about 40cm. Anticipating that the flooding may continue, we have prepared a plan for online teaching.”

In Da Nang City, approximately 55 out of 93 communes and wards, and 38 high schools, suspended classes on October 27th; in Quang Phu ward, students were absent from school starting on October 28th. Most of these communes and wards were formerly located in Quang Nam province.

In addition, within the former Da Nang city area, some localities and regions such as Hoa Bac, Hoa Tien, Hoa Lien, and Hoa Vang also proactively allowed students to stay home from school to prevent damage from rain and floods. On October 29th, students in schools in Hoa Xuan ward stayed home from school to ensure their safety.

Schools in five mountainous communes of Da Nang City, formerly part of Nam Tra My district, have been announced to remain closed until October 29th to ensure safety.

The response is "one step ahead".

Many schools located in low-lying areas prone to flooding have demonstrated a proactive spirit and readiness to respond to ensure the safety of teachers and students, minimizing damage to facilities.

At Hai Vinh Primary and Secondary School, anticipating a rapid rise in water levels, the school mobilized teachers to move facilities and teaching equipment to higher floors to prevent damage. In particular, recognizing the flooding situation, the school proactively decided to suspend classes for students to ensure their safety.

From the afternoon of October 27th, Hai Ba Primary and Secondary School announced that it had mobilized male teachers to move teaching equipment, computers, and documents to higher ground. The school is always proactive in responding to floods. Thanks to this proactive approach, damage has been minimized.

According to the head of the Culture and Social Affairs Department of Nam Hai Lang commune, since the morning of October 27th, approximately 750 preschool children and more than 2,720 primary and secondary school students in the area have been absent from school due to flooding. The entire commune has 8 schools from preschool to secondary level and 1 high school, most of which have been affected by rising water levels.

"To ensure the safety of students, teachers, and staff, schools in deeply flooded areas have proactively suspended classes. The schools have elevated desks, chairs, equipment, and teaching materials, and cleaned classrooms to minimize damage caused by the floods," said the leader of Nam Hai Lang commune.

Many schools in the mountainous areas of Da Nang City have become centralized evacuation points for people from landslide-affected areas. The Lang Luong school, part of Chu Van An Ethnic Boarding Primary School (Tra Tap commune, Da Nang City), was chosen as a shelter for 16 households with 90 people.

Because there were only two classrooms and a teacher's room, the youth union members of Tra Tap commune erected tarpaulins and built shelters to create more living space for the people during their temporary stay. Many teachers became coordinators, transporting food and necessities from volunteer groups to provide to the people.

Vo Nguyen Giap Ethnic Boarding Junior High School also became an evacuation point for local residents to avoid landslides. The school handed over the kitchen area and provided food supplies so that people could proactively organize collective cooking during the rainy season.

Given the complex developments of the floods, the Departments of Education and Training in the affected localities have empowered communes, wards, and school leaders to proactively monitor the weather in order to make appropriate decisions regarding teaching and learning arrangements.

Accordingly, the Department requested schools to promptly inform and warn teachers, students, and parents to proactively prevent and minimize damage; and to closely coordinate with local authorities and forces to organize the evacuation of students, staff, teachers, and employees to safe places before floods occur.

The top priority is to ensure the absolute safety of students, staff, teachers, and employees. At the same time, the goal is to minimize damage to property, teaching equipment, and school facilities.

The Da Nang Department of Education and Training has instructed ethnic boarding and semi-boarding schools not to allow students to return home on their own during school holidays unless safety is guaranteed. Tra Linh Ethnic Boarding Primary and Secondary School (Tra Van commune, Da Nang city) kept 16 students in the boarding facility during the school closure period due to the storm. These students had returned to school after the previous weekend before receiving the school closure notice.

Rapid response to support students during floods.

Due to the impact of prolonged heavy rain causing severe flooding in many low-lying areas of Hue City, member universities of Hue University have implemented plans to ensure safety and provide timely support to students.

Huedu University of Education has a rapid response team to support students in flooded areas, transporting off-campus students from low-lying areas to safe accommodation on campus. Faculty and staff donated and purchased food, water, and essential supplies to students sheltering in dormitories. On October 28th, the rapid response team continued to go to deeply flooded areas to assist students who had not yet been able to evacuate, providing them with additional food, clean water, and necessary supplies.

The University of Science - Hue University advises students to proactively take preventive measures, move to safe places, and maintain regular contact with friends and teachers for support when needed.

The University of Agriculture and Forestry has suspended classes for students starting October 27th to ensure their safety. Simultaneously, the university has arranged temporary accommodation for off-campus students who need to move into the campus, in meeting room 2 of the administrative building, providing ample food, water, a generator, and other essential supplies.

The Faculty of Law - Hue University has established a hotline, providing emergency contact numbers for the police and the People's Committee of An Cuu ward, where many student dormitories are located, to provide timely assistance when needed. Some classrooms have been set up as temporary shelters for students from deeply flooded areas or those at risk of danger.

Nguyen Van Manh, a third-year student at the University of Law - Hue University, said: “During the rainy season, we always receive updated news from the university. When some students' dormitories were flooded, we were assisted and moved to safe classroom areas to avoid the flood. Things are temporarily stable now. Once the water recedes, my friends and I will return to our dormitories to clean up and prepare to return to class when we receive notification.”

The Youth Union of Dong A University (Da Nang) organized the cooking of 600 meals including porridge, egg sandwiches, and milk at the university's standard kitchen practice area and sent them to patients being treated and stranded at Quang Nam Regional General Hospital during the recent floods.

The Dong A University SOS team has been activated with the following plans: Assisting students and residents in deeply flooded areas to move their belongings to safe shelters, rescuing motorbikes for disadvantaged residents in heavily flooded areas and students after heavy rains and flooding, and receiving rescue information via the team's hotline.
