Housing Law No. 27/2023/QH15 was passed by the 15th National Assembly, 6th session on November 27, 2023, officially taking effect from August 1, 2024. Accordingly, the new law adds more subjects to benefit from social housing support policies and a number of policies to help people more easily access social housing. According to Mr. Nguyen The Diep - Vice President of Hanoi Real Estate Club, the new law will have many new points to encourage the development of social housing, thereby reducing apartment prices to a level more suitable for people with real housing needs. Because since the end of 2023 until now, apartment prices in Hanoi have increased sharply not only in new projects but also in used projects. According to Mr. Nguyen The Diep, when the Housing Law comes into effect, it will basically remove the obstacles in bidding and auctioning... Along with that, the target of home buyers will also be expanded to include students. The loosening of income and no limit on residence has removed the bottleneck for businesses and home buyers. "However, a big law like the Real Estate Business Law cannot be perfect because it involves many subjects. During the implementation process, if it is not suitable, it will continue to be adjusted to suit the reality of home buyers and investors" - Mr. Diep said. Therefore, one of the ways to improve the selling price of apartment buildings is to improve the supply of the market. In particular, the development of social housing with low prices will help the average selling price of apartments go down. Talking to Lao Dong Newspaper reporter, Mr. Tran Dinh Quan - Sales Director of Evergreen Bac Giang Social Housing Project - said that Article 51 of the 2014 Housing Law stipulates that social housing buyers must have permanent residence registration or temporary residence registration for 1 year or more at the place where social housing is located; have no housing or land in the locality where the project is located or have housing but less than 10 m2/person; Income is not at the level of paying personal income tax... which has limited the access to social housing for many people. However, the 2023 Housing Law has abolished, Article 78 regulating the conditions for enjoying social housing support policies only requires some conditions on housing and income. This is a very important opening point because social housing is mostly for workers and from other localities, so it is very difficult to access. At the same time, income calculated as total income from wages and salaries if less than 15 million VND/month is eligible to buy social housing.

The development of the social housing segment is recording many positive signals, however, to solve the social housing supply, policies are still needed to remove shortcomings in handling procedures, ensuring the rights of participating businesses, speeding up project progress, thereby increasing supply to the market. "When the supply of social housing increases, the apartment price level will drop to a level more suitable for people with real housing needs" - Mr. Quan said.
