TPO - Despite having received investment approval more than 10 years ago with the expectation of changing the face of traffic and urban areas in Hoang Mai district ( Hanoi ), the 2.5 ring road (Dam Hong - National Highway 1A section) and Tam Trinh road remain unfinished.

The investment project to build Ring Road 2.5 (the section from Dam Hong to National Highway 1A) in Hoang Mai district, under the Build-Transfer (BT) contract model, has remained unfinished for over 10 years and is still not open to traffic. |

Accordingly, the Ring Road 2.5 project was granted an investment certificate by Hanoi City in 2013, implemented under the BT (Build-Transfer) model, with the investor designated. In 2014, the Hanoi Department of Transport, acting on the city's authorization, signed a BT contract with the joint venture investor: Hanoi Housing and Urban Development Corporation and Hoang Ha Construction Company Limited. |

However, after 10 years, the project still cannot be opened to traffic due to land clearance issues. |

At the section crossing the Lu River, the Ring Road 2.5 project will build a new bridge with a cross-section of approximately 40m, located next to the current Dinh Cong bridge. However, residents in this area still have to use a temporary bridge because the L3 bridge section is not yet open to traffic. |

Notably, the Ring Road 2.5 project remains unfinished after 10 years, yet the corresponding project, the Dai Kim - Dinh Cong New Urban Area, has already subdivided and sold land plots, raising capital from customers through "Investment Cooperation Contracts"... even though land clearance is not yet complete and land has not been allocated... causing frustration among investors. |

| Reportedly, the Hanoi People's Committee Office recently sent a document to the City Inspectorate urging them to promptly implement the city leaders' directive to review and inspect the investment project related to the reciprocal investment (the Dai Kim - Dinh Cong New Urban Area expansion project) for the Ring Road 2.5 construction project. |

Previously, in August 2023, after hearing reports from relevant agencies on the investment project to build the 2.5 ring road, the Vice Chairman of Hanoi City, Duong Duc Tuan, concluded that the project's investment progress was slow, and there were many complex complaints related to the project's implementation that needed to be thoroughly considered and resolved. |

Therefore, the Vice Chairman of the City assigned the Hanoi City Inspectorate to handle the petitions, complaints, and denunciations related to the investor and the reciprocal investment project for the Dai Kim - Dinh Cong New Urban Area construction project. At the same time, they are to coordinate with the Department of Planning and Investment and other relevant units to inspect and review the entire investment process and procedures for the construction of Ring Road 2.5 (Dam Hong - National Highway 1A section) and the related reciprocal investment project. |

Also in Hoang Mai district, the Tam Trinh road construction and expansion project received investment approval in 2012, but the project remains unfinished to this day. |

| Accordingly, the Tam Trinh road project has a total length of over 3.5 km, with its starting point connecting to Minh Khai road and its end point intersecting with Ring Road 3, and is invested in by the People's Committee of Hoang Mai district. |

| The project commenced in 2016, with a total investment of 2,066 billion VND at that time, and was expected to be completed and put into operation in 2019. |

| According to the Hanoi People's Committee, upon completion, the Tam Trinh road project will facilitate people's travel, reduce traffic pressure on major roads in the southern gateway, and contribute to the socio -economic development of the locality. |

However, the Tam Trinh road project remains unfinished to this day due to land clearance issues. |

| To implement the project, the local authorities have planned to pay compensation and support for land clearance to 1,620 households and 19 organizations whose land is subject to expropriation. However, many households have yet to receive compensation and hand over the land areas within the expropriation boundaries. |

The main reason for this situation is that people disagree with the compensation rates, support packages, and the selling prices of resettlement housing. |
 |
To resolve the above issue, the Hanoi People's Committee recently issued Decision 6444 approving the adjustment of the Tam Trinh road construction investment project with a total investment of 3,354 billion VND according to the adjusted basic design (an increase of 1,287 billion VND compared to the investment approved in 2012). |

The project will build a synchronous route, approximately 3.5km long, with a total cross-section of 40m according to the red line approved by the Hanoi People's Committee. The cost of compensation, support and resettlement after adjustment is 1,046 billion VND. The project implementation period is adjusted in the period 2016 - 2026. |

Regarding funding, the city budget will advance and reimburse funds from land use fees in Hoang Mai district to create the capital for the project. |

| In addition, the project also utilizes 1 trillion VND from the remaining salary reform funds of Hoang Mai district's budget. |
 |
Currently, the Tam Trinh road project has only completed a section of about 300m, the part passing through the 987 Tam Trinh apartment complex in Yen So ward. |
 |
This area has also become a bottleneck over the years, causing significant difficulties for residents' travel. |
