Implementing the direction of the Provincial People's Committee, the Department of Natural Resources and Environment (DONRE) has guided districts and cities to evaluate the results of land use conversion according to the resolution of the Provincial People's Council; propose a list of land recovery, conversion of rice land and forest land to other purposes in each locality. Up to now, localities have selected consulting contractors to make plans, and are reviewing works and projects with land use needs in 2025; collecting comments from agencies, units and people on land use planning options. Regarding the registration of the list of land recovery projects, conversion of rice land, conversion of forest land to other purposes, up to now, localities have registered and sent it to the DONRE. Based on the registration of local sectors and units, the DONRE will synthesize, appraise and advise the Provincial People's Committee to submit to the Provincial People's Council for approval according to regulations.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee acknowledged the proactiveness and positivity of the sectors and localities in promptly implementing related contents, including many new contents updated according to the Land Law. The Vice Chairman of the Provincial People's Committee noted that this is a regular annual content, therefore, sectors and localities need to learn from experience to perform better; based on the regulations, properly implement the procedures, promptly and closely the contents to submit to the Provincial People's Council on the list of land recovery, conversion of rice land purposes, conversion of forest land purposes to other purposes in the province, avoiding errors that must be submitted for supplementation and adjustment. The Department of Natural Resources and Environment is assigned to coordinate with the consulting unit and urge localities to promptly complete the draft land use plan for 2025. Sectors and localities need to review projects that meet the criteria to register closely and in accordance with the regulations to have a basis for implementing land use plans and projects to achieve the highest results. The Department of Natural Resources and Environment shall preside over and work with sectors and localities to work with units and enterprises in the land use list to ensure investment criteria. If they do not meet the criteria, they will be resolutely removed from the land use list.
