- On the afternoon of October 27, Mr. Dinh Huu Hoc, Vice Chairman of the Provincial People's Committee chaired a meeting to review the progress of the implementation of two expressway projects and projects under the Pilot Project on building smart border gates (CKTM).

According to the report at the meeting, the Huu Nghi - Chi Lang border gate expressway project has so far cleared 57.814 hectares/578.6 hectares (including public land); completed the relocation of 25 110Kv power poles, 148 35Kv and 22Kv power line locations. Regarding resettlement area arrangement, 404/447 affected households have been relocated so far; the Land Fund Development Branch of Van Lang and Cao Loc areas has arranged 4 resettlement areas.

Regarding construction implementation, contractors are implementing construction of the project on a scale of about 57.88km/59.87km of route length; the total disbursed capital value to date has reached VND 2,938.14 billion, of which the disbursed value in 2025 is VND 1,977.59 billion.

For the 3 projects under the pilot project of building CKTM, including: the project to expand the specialized freight transport road in the area of ​​​​markers 1119 - 1120 of Huu Nghi International Border Gate; the project to invest in building inter-sectoral working houses for functional forces at the specialized freight transport road in the area of ​​​​markers 1088/2 - 1089 and the project to expand the specialized freight transport road in the area of ​​​​markers 1088/2 - 1089 of Huu Nghi International Border Gate, the progress of project implementation is still slow. Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested: For the two expressway projects, the People's Committees of communes, wards, departments, branches, and investors must focus on completing site clearance before November 5. Investors, construction units, local authorities, and regional land fund development branches must strengthen coordination, promptly resolve and handle arising problems and issues; commune-level authorities must perform site clearance tasks well according to their authority; the Provincial Construction Investment Project Management Board must regularly inspect and urge contractors to speed up construction progress.

Regarding the 3 projects under the pilot project of building CKTM, he had specific conclusions for each project. Regarding the project of expanding the specialized freight transport route at the area of ​​markers 1119 - 1120 of Huu Nghi International Border Gate, he agreed with the State's policy of reclaiming the dumping site; assigned the Department of Finance to preside over and coordinate with the Department of Agriculture and Environment, Dong Dang commune to consult the proposal of the Provincial People's Committee and proactively implement to ensure the procedures are completed before November 5.

Regarding the relocation of landmark 1120 and the excavation of the hill from landmark 1120 to landmark 1121, the Vice Chairman of the Provincial People's Committee assigned the Department of Foreign Affairs to coordinate with the Border Guard and Dong Dang commune to deploy the contents and discuss with Guangxi, China. He requested: The Department of Construction to urgently fix the landslide on the Huu Nghi - Bao Lam road before November 20. The Provincial Construction Investment Project Management Board coordinates with the contractor to calculate a bypass plan to ensure the smooth movement to the dumping site; the contractor increases machinery and construction workers.

Regarding the project to expand the specialized road for transporting goods in the area of ​​​​marker 1088/2 - 1089 of Huu Nghi International Border Gate, he requested the People's Committee of Hoang Van Thu commune to review and report to the Department of Agriculture and Environment to advise the Provincial People's Committee on the location of the cemetery; the Provincial Construction Investment Project Management Board, the Land Fund Development Center and the commune government to urgently coordinate to hand over the dossier of cadastral measurement products before October 30.

Regarding the investment project to build an inter-sectoral office building, he requested Hoang Van Thu commune to actively mobilize people to hand over the site; urgently develop a plan to enforce land recovery.

He also requested the Border Guard and Provincial Police to grasp the situation and closely coordinate in propaganda and mobilization for site clearance for projects under the project.
