Faced with complicated weather developments, natural disaster prevention and control and ensuring safety for people and equipment at the construction site have been implemented synchronously and seriously by the Power Project Management Board 1 (EVNPMB1) of Vietnam Electricity Group (EVN) since the first days of the storm's formation.
Mr. Do Quang Khai, Deputy Director of Power Project Management Board 1, Director of the Project Executive Board, said that, implementing the direction of the EVN Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, EVNPMB1 has proactively closely monitored the developments of storm No. 3. Since July 18, the unit has issued a document requesting all contractors and project construction forces to immediately deploy response plans.

According to Mr. Khai, 100% of the Project Management Board's staff have been mobilized and are on duty at the construction site following the "4 on-site" principle. Disaster prevention and control plans have been activated and deployed simultaneously at all locations; in which, contractors are the key force to carry out tasks under the direction of EVNPMB1.
For the supervision consulting units, EVNPMB1 also has specific requirements on regular inspection and urging contractors to seriously implement measures to prevent and combat natural disasters; at the same time, directly assign people to be on duty with the construction force to coordinate storm response.
With the rugged mountainous terrain, ensuring safety at the construction site is a top priority. Mr. Khai affirmed that safety is always the number one priority. The Project Management Board has directed contractors to fully educate workers and construction forces about the spirit of initiative and the requirement to absolutely not be subjective in the face of storm No. 3.
Mr. Khai also said that contractors are required to arrange adequate camps, warehouses, and shelters for workers in safe, convenient locations. All construction equipment and machinery such as excavators and bulldozers have been moved out of the high hills. Materials and equipment in the warehouse are carefully covered and there are plans to move them out of areas at risk of landslides and flash floods.
Construction forces are also required to strictly implement the work of clearing the flow and draining water in the foundation pits to avoid the situation of soil and rocks flowing into residential areas, fields, ponds or causing blockage of the water supply and drainage system. Contractors have assigned forces to be on duty 24/7 to closely monitor weather developments, ready to respond and handle situations arising from storms.
Faced with the fact that the project is in its final stages, Mr. Khai said that the Project Management Board has proactively developed a plan to respond to the risk of storms affecting progress.
According to Mr. Khai’s assessment, this storm could affect the construction for 5-7 days, or even longer if the circulation causes prolonged heavy rain. At that time, the temporary road will become slippery, greatly affecting the transportation of materials and equipment to the foundation site, as well as causing difficulties for the construction team in erecting columns and pulling wires. The committee also does not rule out the possibility of landslides, which could directly affect the foundation pit locations.
Anticipating this, EVNPMB1 has asked contractors to urgently take advantage of favorable weather before the storm hits to concentrate all construction resources, "overcoming the sun and rain", ensuring the completion of the work according to the set schedule. Mr. Khai added that contractors have increased manpower, vehicles, gathered columns, materials and equipment to the foundation position to "overcome the weather".
The Project Management Board has also directed contractors to be ready to rearrange personnel and materials to be able to start construction as soon as safety conditions are guaranteed, in order to make up for the progress of the days affected by the storm. Mr. Khai emphasized that the entire construction site is determined to maintain the construction momentum, ensuring both safety and progress.
With a proactive, urgent and determined spirit, EVNPMB1 and contractors are focusing on responding to storm No. 3, ensuring the safety of people and equipment, and are determined not to let adverse weather slow down the progress of this key project.
