On September 8, the State Council of Professors announced the list of associate professor and professor candidates recommended by the Basic Council of Professors for recognition as meeting the standards in 2025 (not including candidates from the two professor councils of security science and military science).
Accordingly, a total of 933 candidates are proposed to be considered for recognition of meeting the standards in 2025, an increase of 266 candidates compared to 2024.
33 years old with more than 70 scientific articles
In this list, there are dozens of candidates from the 9X generation. Among them, the 2 youngest candidates (associate professor title) were born in 1992 (33 years old). They are Dr. Do Quang Loc and Dr. Nguyen Ha Thanh.
Dr. Do Quang Loc received his Bachelor's degree in physics, majoring in modern electronic engineering from the University of Science, Vietnam National University, Hanoi in 2014. After graduating, Dr. Loc stayed at the university to co-teach and conduct scientific research at the physics department and officially became a lecturer at the university in 2017.

Dr. Loc received his PhD in physics, majoring in radio and electronics at the age of 27 (in 2019), and became Deputy Head of the Department of Radio Physics at the Faculty of Physics, University of Science in 2023. Currently, this young candidate is a lecturer at the Faculty of Electronics and Telecommunications, University of Technology, Vietnam National University, Hanoi.
Dr. Loc's main research directions include: research, design and manufacture of advanced MEMS and microfluidic microelectromechanical systems for biomedical applications; development and optimization of electronic circuits and signal processing systems for biomedical devices.
This associate professor candidate has published 78 scientific articles, including 36 scientific articles in prestigious international journals.
In particular, Dr. Loc has 2 exclusive patents granted by the Department of Intellectual Property of the Ministry of Science and Technology, including: Microfluidic device to detect A549 lung cancer cell line and the process of detecting this lung cancer cell line, granted in 2022 when he was only 30 years old; Passive inductor-capacitor temperature sensor combined with zinc oxide nanorods, granted in 2025.
Born in 1992 and graduated from Hanoi National University, Dr. Nguyen Ha Thanh (chief researcher at the Department of Pharmaceutical Chemistry, Institute of Chemistry, Vietnam Academy of Science and Technology) is a candidate for associate professor in the field of chemistry.

The female doctor received her bachelor's degree in chemistry, specializing in organic chemistry from the University of Science, Vietnam National University, Hanoi in 2015, and her doctorate in molecular chemistry from the University of Rennes 1, France in 2020.
Dr. Nguyen Ha Thanh's main research directions include the synthesis of peptidomimetic compounds with potential as inhibitors of CD95/PLCy1 protein-protein interactions; the synthesis of heterocyclic compounds by multicomponent domino reactions and the evaluation of their biological activities.
Dr. Thanh has published 71 scientific articles, of which 46 are in prestigious international journals.
6 associate professor candidates born in 1991
The list includes three second youngest candidates, all born in 1991 (34 years old). Among them, Dr. Pham Duy Toan is a candidate in the field of pharmacy, currently working at Can Tho University. Dr. Toan graduated from Can Tho University of Medicine and Pharmacy, and obtained his doctorate from Naresuan University (Naresuan University, Thailand).
Dr. Toan's two main research directions include: preparation and evaluation of biological activity of pharmaceutical, cosmetic, and functional food products; research on extraction, semi-synthesis, design, testing, and quality evaluation of biomedical materials and products and extracts derived from animals, plants, and natural medicinal herbs.
This candidate has published 63 scientific articles, of which 56 are in prestigious international journals.
Meanwhile, Dr. Nguyen Ngoc Viet is working at Phenikaa University, a candidate in the field of electricity - electronics - automation, with the main research direction being the development of integrated systems on microchips for microbiological analysis applications, and the development of electronic nose systems for environmental monitoring applications.
Dr. Viet received his PhD in measurement and sensing from National Chung Cheng University in Taiwan in 2019. He currently has 51 scientific articles, of which 30 are in prestigious international journals.
Candidate Tran Ngoc Nguyen is in the field of mathematics, currently working at Quy Nhon University. Dr. Nguyen obtained his master's degree in applied mathematics from the University of Limoges and his doctorate from the University of Limoges, France, and is a postdoctoral researcher at École Centrale de Nantes, France. Dr. Nguyen has published 18 scientific articles, all of which are in prestigious international journals.
Candidate Dinh Viet Cuong in the field of construction, currently working at Hanoi University of Civil Engineering, obtained his PhD in Environmental Engineering from National Taiwan University. Dr. Cuong's main research direction is developing materials and technology for treatment and recovery of resources in water and wastewater; researching and developing sustainable water supply and drainage systems.
Dr. Cuong has published 32 scientific articles, 20 of which have been published in prestigious international journals. At the same time, 2 patents have been accepted, one utility solution has been notified of completion of substantive examination and is awaiting issuance, and one industrial design patent has been published.
Also a candidate in the construction field, Dr. Tran Trung Hieu is working at Hanoi University of Architecture, holding two university degrees in civil and industrial construction and English language.
Dr. Hieu’s two research directions are the application of advanced materials to improve the efficiency of structures and architecture; research on structural analysis and optimization in structural design. The candidate has published 40 scientific articles, of which 12 are in prestigious international journals.
As a young candidate working at a non-public university, Dr. Ha Minh Tuan (Deputy Director of the Vietnam-Japan Institute of Technology, Ho Chi Minh City University of Technology) has published 36 scientific articles, of which 22 are in prestigious international journals ISI/Scopus.
Dr. Tuan graduated from the Department of Civil Engineering at the University of Technology, Vietnam National University, Ho Chi Minh City, then obtained his master's and doctoral degrees at Kanazawa University, Japan. Dr. Tuan's research interests include structural health monitoring and diagnosis, environmentally friendly building materials, and rigid frame structures.
