Deputy Prime Minister Tran Hong Ha has just signed Decision No. 49 dated January 8, 2025 approving the National Program on the conservation of endangered, precious, and rare wildlife species prioritized for protection until 2030, with a vision to 2050.
The objective of the Program is to restore, protect and sustainably develop endangered, precious and rare wildlife species that are prioritized for protection in order to implement the National Strategy on Biodiversity to 2030, with a vision to 2050, contributing to economic and social development in the direction of a green economy, to proactively adapt to climate change.
The program strives to effectively conserve endangered, precious, and rare wildlife species that are prioritized for protection: improve the population status of at least 10 species; conserve and restore the habitats of endangered, precious, and rare wildlife species that are prioritized for protection.
Increase the number of endangered, precious and rare wildlife species prioritized for protection, bred for conservation and released back into the wild to restore their populations; by 2030, ensure that at least 3 species are bred for conservation and released back into the wild; strive to have 100% of endangered, precious and rare wildlife species prioritized for protection have management and monitoring plans in nature reserves, areas of high biodiversity and biodiversity conservation facilities.
Policies and laws on the conservation of endangered, precious and rare wildlife species prioritized for protection continue to be improved; organization and management capacity are strengthened, in order to effectively support the work of controlling, preventing and minimizing risks, threats and negative impacts on their populations and habitats.

Accordingly, the tasks of the Program include: Investigating, assessing the status and building a database of endangered, precious and rare wildlife species that are prioritized for protection; expanding and improving the effectiveness of in-situ conservation measures for endangered, precious and rare wildlife species that are prioritized for protection; implementing ex-situ conservation for endangered, precious and rare wildlife species that are prioritized for protection; improving the effectiveness of law enforcement and controlling activities that negatively affect endangered, precious and rare wildlife species that are prioritized for protection.
The solution to implement the Program is to perfect policies and laws on the conservation of endangered, precious and rare wildlife species that are prioritized for protection; enhance capacity for the conservation of endangered, precious and rare wildlife species that are prioritized for protection; communicate and raise awareness on the conservation of endangered, precious and rare wildlife species that are prioritized for protection; strengthen scientific research, technology transfer and development on the conservation of endangered, precious and rare wildlife species that are prioritized for protection; mobilize resources and the participation of the whole society on the conservation of endangered, precious and rare wildlife species that are prioritized for protection; strengthen international cooperation on the conservation of endangered, precious and rare wildlife species that are prioritized for protection.
The program will prioritize the implementation of 4 projects and tasks:
1. Investigate, assess the status and build a database on endangered, precious and rare wildlife species prioritized for protection;
2. Develop and implement a pilot model for in-situ conservation of endangered, precious, and rare wildlife species prioritized for protection;
3. Develop and implement a pilot model for breeding, re-releasing and restoring populations of endangered, precious, rare and prioritized wildlife species that are threatened with extinction;
4. Develop emergency action plans to conserve endangered, precious, rare and prioritized wildlife species at high risk of extinction.
