Documents of the 14th Party Congress must become modern leadership and governance tools.

On the afternoon of September 25, at the Party Central Committee Headquarters, General Secretary To Lam chaired a working session with the Standing Committees of the 14th Party Congress Sub-Committees to review and give opinions to continue perfecting the draft documents.

Attending the working session were members of the Politburo : Prime Minister Pham Minh Chinh; Tran Cam Tu, Standing Member of the Secretariat; and other members of the Politburo, Secretariat, Central Committee, and Standing Committees of the Subcommittees of the 14th Party Congress.

At the meeting, representatives from the Standing Committees of the Subcommittees presented a summary of the preparations for the documents to be submitted to the Politburo and the 13th Central Committee Meeting, 13th Term, including: the draft Political Report; the draft Report summarizing some theoretical and practical issues over 40 years of reform in Vietnam; and the draft Report summarizing 15 years of implementing the Party Charter. The delegates then discussed and clarified these contents further.

Speaking at the working session, General Secretary To Lam affirmed that the draft documents were meticulously and thoroughly prepared, updated, revised, and supplemented many times. The content of the documents basically meets the requirements for submission to the 14th National Congress of the Party. A new feature in this document preparation is the integration of the Political Report, the Socio-Economic Report, and the Report on Party Building into a single Political Report. This approach helps ensure a consistent strategic logic between thinking, goals, and policy tools; overcoming the situation of "saying the right thing but struggling to do it" due to a lack of close connection between the components.

The General Secretary emphasized that the draft document had been discussed at Party congresses at all levels and was being prepared for public consultation. Through consultations with Party committees and members at the central and local levels, the Document Subcommittee had incorporated many valuable suggestions.

However, in the context of the rapidly changing and complex global political, economic, and scientific and technological landscape, and domestically, the restructuring of development space according to new administrative boundaries, the construction of a three-tiered government model, and the streamlining of the political system, increasingly high demands are placed on institutional reform, improving governance capacity, enhancing the quality of human resources, ensuring fundamental security, and consolidating national unity. Therefore, the draft document needs to be further supplemented and updated to ensure it fully and accurately reflects the actual situation.

The important resolutions recently issued by the Politburo, and the new resolutions expected to be issued by the Politburo on the state economy and on the revitalization and development of Vietnamese culture, are key orientations that not only supplement content but also serve as a "lever" for immediate implementation. Therefore, they need to be integrated into the political report and action program to ensure consistency, from viewpoints and objectives to tasks, solutions, implementation mechanisms, and monitoring and inspection work.

The General Secretary emphasized that summarizing 40 years of reform is not only a highlight of the history of development thinking, but must also become the foundation for establishing a "new track" for building and developing a socialist-oriented market economy, a new growth model, and transforming the development motto from "reform for development" to "innovation and creativity for breakthrough and leadership".

The summary report must highlight the core lessons learned: steadfastly pursuing the goals of national independence and socialism, principled innovation, promoting the strength of national unity, placing people at the center, as the subject, goal, and driving force of development, combining national strength with the strength of the times, proactively integrating, and seizing opportunities…

Emphasizing that the content of the Party's 14th Congress documents must reflect the spirit of innovation, the General Secretary requested that the subcommittees continue to update and supplement the documents to ensure their vitality, so that the 14th Congress documents truly serve as a guiding principle for action during the 2026-2031 term, with a vision extending to 2035-2045 and beyond; possessing both high directional value and the ability to be measured, implemented, checked, and monitored concretely.

With its two pillars, the Political Report and the Action Program for the 2026-2031 term, the document must be a strong commitment from the Party to the people regarding a new stage of development: solid stability for breakthroughs; modern, inclusive, and sustainable; ensuring comprehensive security while expanding development space in the context of strategic competition and global standard shifts.

During the ongoing discussions and revisions to finalize the draft document, we must adhere closely to the objective: the Party's 14th Congress document must be a "circulating system," an "operating system" for the goals of peace and stability; rapid and sustainable development; and improving the people's lives.

Highly appreciating the issues and content incorporated and added to the draft document, the General Secretary requested the Document Subcommittee and other subcommittees to continue their efforts and expeditiously finalize the documents in accordance with the spirit of the working session. The goal is for the Party's 14th Congress documents to become a modern tool for leadership and governance; to become a driving force for innovation in thinking and action throughout the entire political system; to awaken the aspiration for development; to promote the strength of national unity; to seize opportunities; to overcome challenges; and to lead the country steadily on the path of development, towards a prosperous people, a strong nation, democracy, fairness, and civilization.
