Attending the working session were Politburo members: Prime Minister Pham Minh Chinh; Tran Cam Tu, Standing member of the Secretariat; Politburo members, Secretariat members, Party Central Committee members, and Standing members of the 14th Party Congress Sub-committees.
At the working session, representatives of the Standing Subcommittees reported on the preparation of documents to report to the Politburo and the 13th Central Conference, Session XIII, including: Draft Political Report; Draft Summary Report on some theoretical and practical issues over 40 years of renovation in Vietnam; Draft Summary Report on 15 years of implementing the Party Charter. Delegates discussed to clarify the contents.
Speaking at the working session, General Secretary To Lam affirmed that the draft documents were carefully prepared, updated, revised and supplemented many times. The content of the documents basically meets the requirements for submission to the 14th National Congress of the Party. The new point in the preparation of documents this time is to integrate the Political Report, the Socio-Economic Report and the Report on Party Building into one Political Report. This approach helps ensure a consistent strategic logic between thinking, goals and policy tools; overcoming the situation of "saying the right thing but doing it is difficult" due to the lack of close connection between the components.
The General Secretary emphasized that the draft document has been discussed at Party congresses at all levels and is being prepared for public consultation. Through consultation with Party committees and Party members at the central and local levels, the Document Subcommittee has received many valid comments.
However, in the context of the world's politics, economy, science and technology continuing to move rapidly and complexly, the country is rearranging the development space according to new administrative boundaries, building a three-level government model and streamlining the political system apparatus, posing increasingly high requirements for institutional reform, improving executive capacity, enhancing the quality of human resources, ensuring basic security and consolidating the great national unity bloc, so the draft document needs to continue to be supplemented and updated to ensure it fully reflects and is close to the actual situation.
The important resolutions recently issued by the Politburo and the expected new resolutions issued by the Politburo on the State economy, on the revival and development of Vietnamese culture, are key orientations, not only supplementing content but also being a "lever" for the document to be implemented immediately, so they need to be integrated into the contents of the political report and action program to ensure consistency, from viewpoints, goals to tasks, solutions, implementation mechanisms and monitoring and inspection work.
The General Secretary stated that summarizing 40 years of innovation is not only a highlight in the history of development thinking but must also become the foundation for establishing a "new track" in building and developing a socialist-oriented market economy, a growth model, and transforming the development motto from "innovation for development" to "innovation for breakthrough and leadership".
The summary report must point out the core lessons: firmly pursuing the goals of national independence and socialism, principled innovation, promoting the strength of national solidarity, taking people as the center, subject, goal and driving force of development, combining national strength with the strength of the times, proactively integrating, seizing opportunities...
Emphasizing that the content of the 14th Party Congress documents must carry the spirit of innovation, the General Secretary requested that the sub-committees continue to update and supplement to ensure the vitality of the documents, so that the 14th Congress documents can truly be a compass for action for the 2026-2031 term, with a vision to 2035-2045 and beyond; both highly directional and capable of specific measurement, implementation, inspection and supervision.
With two pillars being the Political Report and the Action Program for the 2026-2031 term, the document must be a strong commitment of the Party to the people about a new development period: solid stability for breakthrough; modern, inclusive, sustainable; ensuring comprehensive security while expanding development space in the context of strategic competition and global standard transformation.
In the process of continuing to discuss and absorb to complete the draft document, we must closely follow the goal: The 14th Party Congress document must be a "circulatory system", an "operating system" for the goals of peace, stability; rapid and sustainable development; and improving people's lives.
Appreciating the issues and contents absorbed and supplemented in the draft documents, the General Secretary requested the Document Subcommittee and subcommittees to continue to make efforts and urgently complete the documents in the spirit of the working session. Strive for the documents of the 14th National Party Congress to become a modern leadership and governance tool; become a driving force for innovation in thinking and action in the entire political system, arouse the desire for development, promote the strength of great national unity, seize opportunities, overcome challenges, and put the country firmly on the path of development, a rich people, a strong country, democracy, fairness and civilization.
