Strengthening communication and creating social movement in the implementation of Resolution 57-NQ/TW

On December 10th, in Hanoi, the Vietnam Union of Science and Technology Associations (Vietnam Union of Associations) organized a workshop titled "Communication to raise awareness and create social movement to implement Resolution 57-NQ/TW".

In his opening remarks at the workshop, Dr. Pham Ngoc Linh, Vice President of the Vietnam Union of Associations, stated that the Politburo has identified the need to raise awareness, make breakthroughs in thinking innovation, and demonstrate strong political determination and decisive leadership and guidance to create new momentum and enthusiasm throughout society for the development of science, technology, innovation, and national digital transformation.

This necessitates the development of effective communication and education programs to raise awareness, foster determination, promote science, technology, and innovation, and implement digital transformation throughout the political system, among the people, and in businesses, creating new confidence and momentum in society.

Dr. Pham Ngoc Linh suggested that all media outlets of the Vietnam Union of Associations should quickly convey the spirit of Resolution 57-NQ/TW into daily life, recognizing that science and technology is not only the responsibility of the Ministry of Science and Technology but also the responsibility of the entire society, and applying and fostering digital capabilities.

According to Dr. Le Nghiem, Vice President of the Vietnam Digital Media Association, in the era of digital transformation and global knowledge competition, science, technology, and innovation are becoming the benchmarks for each nation's development capacity.

Competition between economies today is no longer based primarily on resources or cheap labor, but on the quality of technology, the speed of innovation, and the capacity for creativity in every aspect of life.

In this context, Resolution 57/NQ-TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation is an important strategic direction and also a commitment of Vietnam to a development path based on knowledge, technology, and innovation.

Emphasizing the crucial role of media in implementing Resolution 57-NQ/TW, Dr. Le Nghiem argued that media acts as a bridge to transform policy into action, because science, technology, and innovation are characterized by their abstract, complex nature and rapid changes.

Without effective communication, much of the resolution's content will be difficult to understand for the public and businesses. A policy, no matter how good, will be ineffective and easily misinterpreted if it is not communicated clearly, simply, and consistently.

Furthermore, media helps create shared awareness, thereby forming trust and social consensus. In the age of social media, information spreads quickly but is not always accurate.

Misunderstandings about artificial intelligence, blockchain, digital biology, or other completely new technologies can create unwarranted anxiety or inflate false expectations. Proactive, transparent, and scientifically-based policy communication helps prevent misinformation, protect the credibility of regulatory bodies, and build public trust in innovation.

Referring to the strategy for developing journalism in the spirit of Resolution 57-NQ/TW, Dr. Nguyen Thanh Loi, Editor-in-Chief of the Economic and Urban Newspaper, raised several issues in the digital transformation of journalism. In reality, technology is changing the world; it's changing everything from individual perceptions to how we communicate, from how we share and process information to how organizations and businesses approach technology in their operations.

In the context of today's strong digital transformation, developing a "Smart Newsroom" model requires integrating digital technologies into all aspects of operations, embracing new technologies, and readily applying them to professional activities. This constitutes comprehensive digital transformation, thereby creating a new business environment and culture, forming a digital business platform, and bringing new value to each organization and enterprise, especially in the media and journalism industry.

According to Dr. Nguyen Thanh Loi, Vietnamese media organizations are currently facing four challenges in their development. Firstly, the risk of large-scale cyberattacks that can cause significant damage. Secondly, the impact of information from social media, including fake and unverified news, while verifying sources and identifying trends online is difficult, even impossible, without appropriate tools. Thirdly, the trend towards personalization in information consumption is also increasing. Fourthly, the changing role and position of the public, shifting from a passive to an active role, becoming both consumers of media products and participants in the information transmission process.

Furthermore, the rapid development of multimedia journalism and social media platforms such as websites and social networks (Facebook, Zalo, Twitter, YouTube, etc.) has created fierce competition for journalistic activities.

The growing trend of forming multimedia news organizations also poses challenges requiring digital transformation within news agencies, shifting from a focus on print journalism to a focus on online journalism.

In particular, readers demand timely and accurate information. Therefore, journalism requires technological innovation and organizational restructuring to keep pace with trends and meet the increasingly high demands of political tasks.

At the conference, many delegates shared the common view that digital transformation in journalism is not only an essential requirement to adapt to the new media environment, but also an opportunity to enhance competitiveness, maintain its guiding role, and serve the public interest.

With the determination of the leadership, the proactiveness of the staff, and the support from state policies, especially the spirit of Resolution 57-NQ/TW, press agencies can absolutely become a pioneering force in the national digital transformation.
