Unifying understanding and action to successfully implement the Resolution of the 1st Congress of the Party Committee of the Government.

On December 10th, in Hanoi, the Party Committee of the Government held a conference to study, understand, disseminate, and implement the Resolution of the 1st Congress of the Party Committee of the Government. Comrade Nguyen Hoa Binh, Member of the Political Bureau, Standing Deputy Secretary of the Party Committee, and Standing Deputy Prime Minister of the Government, chaired the conference.

The conference was held in person at the Government Headquarters, combined with online participation at over 900 locations.

Attending the conference at the Government Headquarters were members of the Central Committee of the Party, Deputy Secretaries of the Government Party Committee, Deputy Prime Ministers ; leaders of Party Committees directly under the Government Party Committee; and representatives of the Central Party Committees.

At the thematic study on the implementation of the Resolution of the 1st Congress of the Party Committee of the Government, term 2025-2030, Comrade Nguyen Hoa Binh clearly stated: In the past term, the Party Committee of the Government focused on leading Party committees at all levels, Party organizations, and the contingent of cadres and Party members to effectively implement the Resolution of the 13th National Congress of the Party, the documents of the Central Committee, and the regular and unexpected tasks that arose, achieving important and comprehensive results, most notably in Party building, building the political system, socio-economic development, national defense, security, and foreign affairs.

Furthermore, the Congress Resolution seriously pointed out existing shortcomings and limitations, and set forth key directions, tasks, and strategic breakthroughs for the new term. It emphasized the need to build and strengthen a clean and robust Party and political system; innovate leadership methods and improve governance capacity; build a team of cadres who are "talented, visionary, and dedicated"; intensify the fight against corruption and negative practices; build and perfect institutions, considering them a strategic breakthrough, creating momentum and a competitive advantage for the nation; continue to improve and promote the development of a socialist-oriented market economy; promote the leading role of the state economy and encourage the strong development of the private economy; achieve breakthroughs in science, technology, innovation, and digital transformation; and develop human resources and culture. Continue to build a revolutionary, regular, elite, and modern People's Army and People's Public Security force, firmly protecting the independence, sovereignty, unity, and territorial integrity of the country, expanding foreign relations, and maintaining a peaceful and stable environment for national development.

According to the program, the Deputy Prime Minister emphasized the guiding spirit of General Secretary To Lam at the 1st Congress of the Party Committee of the Government. In his speech at the Congress, highlighting 3 requirements and 5 groups of key tasks and solutions, the General Secretary expressed confidence that the Party Committee of the Government, with its firm political resolve, spirit of unity, high determination, wisdom, and aspiration for progress, will uphold its glorious traditions, excellently fulfill all assigned tasks, and contribute together with the entire Party, people, and army to successfully implement the Resolution of the 14th National Congress of the Party, leading our country into a new era of development: peace, independence, democracy, prosperity, civilization, happiness, and steadily advancing towards socialism.

The conference heard Comrade Nguyen Chi Dung, Member of the Central Committee of the Party, Member of the Standing Committee of the Party Committee, and Deputy Prime Minister, present a thematic report on the Action Program of the Government Party Committee implementing the Resolution of the Government Party Congress for the 2025-2030 term. The Action Program sets out 27 key targets for socio-economic development in the 2026-2030 period; and groups of tasks and solutions regarding: Continuing to strengthen Party building and rectification; building an honest government serving the people; focusing on leading, directing, and organizing the successful implementation of socio-economic development tasks; and strengthening leadership in national defense, security, and foreign affairs.

Comrade Nguyen Chi Dung noted that Party committees at all levels within the Government Party Committee must directly lead and guide the implementation of tasks according to the action program; ensuring progress, quality, and effectiveness; and striving to successfully achieve the goals of the Congress Resolution. Party committees of ministries, sectors, and agencies under the Government, along with Party committees at the local level, need to focus on reviewing solutions, mobilizing resources, and implementing flexibly. Based on the implementation situation, the Executive Committee and Standing Committee of the Government Party Committee should promptly adjust and supplement tasks in the action program to meet the new requirements of Party building and the practical development of the country during the period of strong reform.

In his address to the conference, Comrade Nguyen Hoa Binh requested that Party committees under the Government Party Committee uphold a high sense of responsibility and actively organize the study and dissemination of the content of the Resolution of the 1st Congress of the Government Party Committee, the Action Program of the Government Party Committee, and the guiding spirit of General Secretary To Lam at the Congress to each Party member.

The results of the conference serve as an important basis for Party committees of government agencies and units to develop and supplement specific, practical, and effective action plans and programs, and to promptly implement the Resolution of the 1st National Congress of the Party Committee of the Government. In the spirit of transforming the Central Committee's policies into institutions and legal frameworks, Party committees at all levels need to urgently lead and direct the review of documents and policies as a basis for allocating resources for implementation; and focus on advising on the development and implementation of the Resolution of the 14th National Congress of the Party.
