
Digital transformation in Party organizations – an inevitable trend in the current context.
On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in national science, technology, innovation, and digital transformation. The resolution clearly states: "Developing national science, technology, innovation, and digital transformation is a top priority breakthrough, the main driving force for the rapid development of modern productive forces, the improvement of production relations, the renewal of national governance methods, socio-economic development, preventing the risk of backwardness, and enabling the country to achieve breakthrough development and prosperity in the new era."
In order to promote the application of information technology, meet the requirements of sustainable development, and accelerate administrative reform within the system of Party agencies, on November 29, 2024, the Central Committee of the Communist Party of Vietnam issued Decision 204-QD/TW approving the Project on Digital Transformation in Party Agencies.
Accordingly, digital transformation is an inevitable trend in the current context to increase the efficiency of professional work and build a digital work culture for Party agencies.
The objective of this project is to innovate, create comprehensive, strong, and substantive changes, improve the quality of leadership, management, work style, and work procedures, and enhance efficiency, reduce the time taken to resolve issues for officials and civil servants at all levels, thereby making a significant contribution to administrative reform in Party agencies.
Reporting on the implementation of the Digital Transformation Project in Party agencies at the thematic workshop "Solutions to Promote Digital Transformation in Party Agencies" organized by the Central Party Office, Mr. Dinh Quang Huy, Deputy Director of the Digital Transformation-Crystal Office, Central Party Office, stated: As the Standing Agency of the Central Steering Committee implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science and technology development, innovation, and transformation, the Steering Committee for Digital Transformation in Party agencies, Central Party Office, has proactively advised and proposed to the Standing Committee of the Party Central Committee, Head of the Steering Committee, on leadership and management; and has been resolute in implementing assigned tasks.

By November 30, 2025, digital institutions and administrative reforms will have made breakthrough progress, and the legal framework will be comprehensively perfected. Administrative reform has seen a strong shift with the successful piloting of 4 procedures on the National Public Service Portal, helping to shorten processing time by 30%-50%.
The digital infrastructure has been modernized, playing a crucial role in application deployment. The Party's data center system has been upgraded, ensuring operational capacity for critical information systems.
Digital platforms and shared data have proven effective in practice, with core applications already in use: A centralized, integrated operational management system from the central to the grassroots level serves over 150,000 accounts with more than 160,000 daily visits and millions of document exchanges, facilitating the processing and sending/receiving of confidential documents down to the commune level and top-secret documents down to the provincial level.
We have built a system for tracking, monitoring, and evaluating the implementation of Central Committee resolutions, with over 40,000 accounts registered on the system, managing and monitoring more than 1,792 tasks related to 7 key resolutions.
The system for receiving feedback and suggestions has gradually proven effective, having received and processed more than 357 comments and suggestions from citizens and businesses regarding digital transformation in the political system.
The electronic Party Member Handbook has connected over 5.3 million Party members (with a login rate of nearly 60%) and contains over 5,256 documents and more than 77,115 comments.

Cybersecurity is absolutely ensured, and the digital awareness and skills of officials are enhanced through large-scale training programs, with over 723,000 officials participating in online training.
The Party Committees at the Central level have actively and proactively completed the tasks assigned in Project 204, Plan No. 11-KH/BCĐ, dated March 27, 2025, of the Steering Committee, and in the concluding announcements.
This includes the digitization of professional documents and records in many Party committees exceeding the set schedule; all Party committees at the central level have issued decisions on core professional tasks related to their respective fields; they have been and are currently leading and coordinating with relevant agencies to complete the development and revision of several documents to create a legal framework, in parallel with the deployment and use of specialized information systems and common information systems within the Party; and they have issued guidelines on the organizational structure and specialized human resources for digital transformation and cryptography in Party agencies;…
Emphasizing that the Digital Transformation Project in Party agencies is a strategic and groundbreaking decision aimed at comprehensively reforming the Party's leadership, guidance, and management methods in the digital age, Mr. Vo Thanh Hung, Deputy Chief of the Central Party Office, affirmed that after one year of implementation, the Party's digital transformation has been creating comprehensive and revolutionary changes, establishing a solid legal framework, "unleashing" mindsets, and encouraging the application of technology in professional work.
Core solutions are needed to promote digital transformation in Party organizations.
This was also a topic of interest and discussion among delegates, managers, businesses, and technology experts at the thematic workshop "Solutions to promote digital transformation in Party agencies".
The event, organized by the Central Party Office, aimed to review the results achieved after one year of implementing the digital transformation project in Party agencies; it also provided an opportunity for delegates to exchange ideas, identify difficulties and obstacles, and find solutions to overcome bottlenecks in the implementation process.

At this event, representatives from the Central Party Committees, provincial and city Party Committee offices, businesses, and technology experts shared practical experiences, best practices, innovative approaches, analyzed limitations and shortcomings in digital transformation, and offered suggestions... to ensure the most effective implementation of the project.
Considered one of the localities that has strongly implemented the digital transformation revolution, Thai Nguyen has achieved many results and made positive changes in the implementation of the digital transformation project in Party agencies.
According to Mr. Dao Ngoc Tuat, Deputy Chief of the Thai Nguyen Provincial Party Committee Office, immediately after receiving directives from the Central Committee, the Thai Nguyen Provincial Party Committee established a Steering Committee for Digital Transformation in Party agencies. The Standing Committee of the Thai Nguyen Provincial Party Committee issued a plan and documents to implement the Digital Transformation Project in Party agencies for the period 2025-2028.
Accordingly, Thai Nguyen has implemented a unified application of the new Operational Management Information System software transferred from the Central Government in Party agencies, ensuring the seamless sending and receiving of documents from the provincial level to provincial Party agencies and commune/ward Party committees.
The system has integrated digital signatures, work management software, work schedules, party member management software, etc., gradually creating a paperless, convenient, and transparent working environment. Party committees and organizations at all levels have focused on digitizing records and documents to facilitate implementation in the digital environment.
In addition to deploying the sending and receiving of confidential documents via a dedicated secure network from the Central level to provincial Party agencies, ensuring timely, effective, and secure information exchange in 100% of commune-level units, meeting high security requirements in the digital age, Thai Nguyen has organized training courses on the use of the shared operational information system software for Party agencies. This ensures timely training for officials and civil servants of Party agencies from the provincial to the grassroots level, helping to standardize the process of using the operational platform, enhance the digital capacity of officials and civil servants, and gradually prepare for the synchronized deployment of the digital Party agency model.
One of the highlights is the deployment of the "Electronic Party Member Handbook" application. This is one of the advancements of the Thai Nguyen Provincial Party Committee in "digitizing" Party work, enabling Party members to actively participate in the digital environment, quickly access current affairs information, the activities of the Provincial Party Committee, and Party documents, resolutions, directives, and conclusions, becoming key figures in realizing the goal of building a digital society that the province is promoting.

In particular, at the thematic workshop "Solutions to promote digital transformation in Party agencies," domestic technology companies such as Viettel and Tecapro – companies that have collaborated in implementing programs of the Central Party Office – introduced solutions to promote digital transformation in Party agencies, focusing on areas such as:
In the infrastructure and connectivity sector, Dell Technologies provides a robust hardware platform, and Cisco ensures seamless network connectivity; the Party's system is built on the world's highest operational standards.
Regarding digital security and sovereignty, in the context of increasing non-traditional security threats, technology experts have introduced a solution from Palo Alto Networks that is seen as a solid shield, protecting Party data against increasingly sophisticated cyberattacks.
Regarding data storage and integrity, technology experts introduced Quantum Corporation, which offers solutions for large-scale data storage and protection. Given the enormous volume of documents and archives of the Party, Quantum's technology helps ensure the integrity and long-term accessibility of historical data.

In addition, the workshop also featured international technology partners connected through the strategic bridging role of the representative distributor in Vietnam – Asia Pacific Technology Distribution Joint Stock Company (APAC). This collaboration creates a comprehensive solution ecosystem, from infrastructure and connectivity to large-scale data storage and protection.
Affirming that digital transformation is a revolution, on the one hand bringing enormous results and benefits, but on the other hand facing countless difficulties and challenges due to objective and subjective reasons, Deputy Chief of the Central Party Office Vo Thanh Hung said that to promote the implementation of digital transformation in Party agencies, high political determination and proactive involvement from Party committees at all levels are needed.
In particular, the close guidance of the heads of agencies and units, the collaboration of businesses and technology experts, and the collective commitment to resolving difficulties wherever they arise, demonstrate a determination to lead Party agencies in the national digital transformation, ensuring leadership, guidance, and management are based on digital and real-time data.
