Making a fundamental and significant shift in the quality of education and training.

On the morning of December 10th, under the chairmanship of National Assembly Chairman Tran Thanh Man and the direction of National Assembly Vice Chairwoman Nguyen Thi Thanh, the National Assembly voted to approve the Resolution on the investment policy for the National Target Program on modernization and improvement of the quality of education and training for the period 2026 - 2035 with a rate of 429 out of 445 National Assembly deputies present voting in favor, reaching 96.4%.

The resolution approving the investment policy for the National Target Program on Modernizing and Improving the Quality of Education and Training for the period 2026-2035 stipulates that the Program will be implemented to standardize and comprehensively modernize the education and training system, creating a fundamental and strong transformation in the quality of education and training.

At the same time, it is necessary to expand learning opportunities for all citizens, ensure equity in access to education, and the right to lifelong learning; and to better meet the human resource needs, especially high-quality human resources, for the rapid and sustainable development of the country in the context of globalization, science and technology , innovation, and digital transformation.

The program will be implemented nationwide, from 2026 to 2035. The total funding for the program from 2026 to 2030 is VND 174,673 billion, of which central government budget funds account for VND 100,000 billion, or 57.25%.

Period 2031 - 2035: Based on the results of the Program implementation in the 2026-2030 period, the Government will submit to the National Assembly for decision the resources for implementing the Program in the 2031-2035 period.

The total resources mobilized to implement the entire Program for the period 2026-2035 are estimated at approximately 580,133 billion VND.

Regarding the specific objectives of the Program, by 2030, the goal is to achieve the following four specific groups of objectives:

The plan aims to build a network of public preschools and primary and secondary schools, striving to fundamentally meet the learning needs of students; gradually ensuring the minimum necessary facilities and teaching equipment to implement preschool and primary education programs, and universal preschool education for children aged 3-5, completing compulsory education up to lower secondary school; striving to solidify 100% of classrooms and ensure sufficient housing for teachers in disadvantaged areas; and ensuring that 30% of preschool and primary education institutions have the equipment to implement teaching and learning in some subjects in English, gradually making English the second language in schools.

The plan includes prioritizing investment in 18 colleges, of which 6 will function as national centers and 12 as regional centers to train highly skilled human resources in technical and technological fields, serving national strategic and key programs and projects; and investing in approximately 30 colleges to train in at least 20 key and cutting-edge fields for socio-economic development at the regional and local levels, with competitiveness within the ASEAN region.

Step-by-step standardization and modernization of the higher education system, creating breakthroughs in the development of high-skilled human resources and talents, promoting the development of science, technology, and innovation: Striving for 50% of higher education institutions to meet standards, at least 30 higher education institutions to be equipped with modern facilities equivalent to those in developed countries in Asia; 8 higher education institutions among the top 200 universities in Asia and 1 higher education institution among the top 100 universities in the world in certain fields according to prestigious international rankings, and establishing 10 centers for entrepreneurship and innovation in key higher education institutions.

Investment and support are aimed at improving the quality and capacity of teachers, education administrators, and learners to meet the requirements of fundamental and comprehensive reform of education and training, proactive digital transformation, innovation, international integration, and the holistic development of learners.

By 2035, the Program aims to achieve the following four specific sets of objectives:

For preschool and general education: 100% of preschool and general education institutions meet the minimum standards for facilities and teaching equipment; preschool and general education institutions have teaching equipment to implement teaching and learning in some subjects in English, gradually making English the second language in schools.

For vocational education: Develop approximately 60 colleges to reach the level of ASEAN-4 countries and 6 colleges to reach the level of developed countries in the G20 group; develop vocational education institutions to have about 200 key industries and occupations, of which 15-20 industries and occupations have outstanding competitiveness in the ASEAN region and the world.

For higher education: Develop a modern higher education system, on par with the region in terms of high-quality training, research, and innovation: Strive for 100% of higher education institutions to meet standards, with at least 12 higher education institutions in the top 200 universities in Asia and 2 higher education institutions in the top 100 universities worldwide in certain fields according to reputable international rankings.

Continue to provide training to improve the quality and capacity of teachers, education administrators, and learners.
