
Reporting at the meeting, the total capital plan for implementing the National Target Program for Sustainable Poverty Reduction in 2025 (including capital from 2022 and 2023 carried over to 2024) of communes and wards in the delta and midland areas (after the merger) is 53.3 billion VND.
As of December 8, 2025, the disbursement results for communes and wards in the plains, midlands, and islands of the city totaled 4.2 billion VND; of which 2.87 billion VND was carried over from previous years to 2025, and 1.33 billion VND was for the year 2025.
The allocated capital is mainly concentrated on communes with large poor households, high poverty rates, and places with difficult infrastructure and transportation conditions.
Regarding the reasons for low disbursement, unfavorable weather conditions, including widespread storms and floods, occurred at a time when agencies, units, and localities had just completed investment procedures and were preparing for implementation. This significantly affected the progress of the projects.
In addition, there are many construction projects and investment projects, most of which are implemented in mountainous and forested areas; the prices of raw materials, materials, fuel, construction labor, and livestock and seedlings are high. Many tasks previously at the district level have now been decentralized to the commune level; the number of projects transferred to the commune level for management and implementation is also large...
In his concluding remarks, Vice Chairman of the City People's Committee Tran Anh Tuan requested that localities with low disbursement rates immediately submit reports, and that the heads of these localities be held responsible for the disbursement rate.
Communes and wards continue to closely coordinate with the city's departments, branches, sectors, and mass organizations in implementing; inspecting and monitoring poverty reduction programs and policies; sending documents to the Department of Agriculture and Environment for synthesis and coordination to advise the City People's Committee on allocating budget estimates to localities for continued implementation.
The Department of Agriculture and Environment will closely coordinate with local authorities to prevent any lax management, and to promptly achieve the set goals for the overall development of the locality and the city.
Specialized departments assigned to preside over projects and sub-projects under the National Target Program on Sustainable Poverty Reduction and People's Committees of communes and wards continue to review and report on the implementation results up to December 31, 2025.
Promptly propose the allocation of sufficient city budget funds to provide matching funds equivalent to at least 15% of the central government's support (at least 15%) for communes and wards before the program ends, as concluded by the State Audit Office.
