On the morning of October 12, the National Assembly's Committee on Culture and Society discussed the draft Resolution on implementing Resolution 72-NQ/TW and requested the Ministry of Health to clearly explain "free basic hospital fees", the scope of application in public or private hospitals, which services are exempted and the co-payment mechanism if "free".

The National Assembly's Committee on Culture and Society requested to specifically define what is the "basic level" and clarify the content of "increased health insurance benefits" compared to which standard.

For disease screening, the draft needs to state the list of diseases with guaranteed funding, the agency responsible for piloting additional health insurance packages, or clearly stipulate that the Government is responsible for issuing the list and priority groups.

The policy roadmap is expected to provide free health check-ups or screenings at least once a year for priority groups from 2026. From 2027, the benefit level within the scope of health insurance benefits will be increased to 100% for near-poor households and people aged 75 and over who are receiving social pension benefits.

The Ministry of Health aims to exempt hospital fees at a basic level by 2030 through health insurance, linked to universal coverage and prioritizing vulnerable groups.
