Realizing the Government 's urgent goals
The Government's project "Investing in building at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period", after 3 years of implementation, has recorded many positive results.
Data reported by the Department of Housing and Real Estate Market Management ( Ministry of Construction ) shows that: In the first 9 months of 2025, the whole country is investing in the construction of 132,616 units, starting 73 new projects with a scale of 57,815 units; completed 50,687 out of the target of 100,275 units (reaching 50.5%). It is expected that by the end of the year, 38,600 more units will be completed, reaching 89% of the 2025 plan.

Deputy Minister of Construction Nguyen Van Sinh said that the above results were achieved thanks to efforts to remove policy bottlenecks, including legal procedures and conditions for purchasing social housing. In addition to "traditional" investors, many enterprises and corporations have introduced new policies and strategies, ready to "join the game" to contribute to speeding up construction.
To achieve the target of 100,000 units by 2025, and 1 million units by 2030, the Vietnam Real Estate Market Research and Evaluation Institute (VARS IRE) recommends that management agencies continue to review the implementation of social housing development policies. The focus is on perfecting current mechanisms and policies, and at the same time researching and issuing new, breakthrough policies that are suitable for the context of rapid urbanization and increasing housing demand, thereby increasing the supply of affordable housing for the market.
Meanwhile, Dr. Nguyen Van Dinh - Chairman of the Vietnam Real Estate Brokers Association said that the strong participation of the private sector in developing social housing is one of the important solutions to increase supply, thereby helping to reduce the pressure of imbalance between supply and demand and control the increase in real estate prices.
Vingroup builds more than 60,000 social housing units: "Tonic" for the housing market
Responding to the social housing development strategy for low-income earners and industrial park workers by 2030 of the Government, Vingroup has proactively registered to invest in developing social housing projects under the Happy Home brand with a scale of 500,000 units - equivalent to 50% of the country's target. Most recently, this enterprise announced the implementation of a series of projects in 7 provinces and cities.
Of these, nearly 50,000 units are planned to be built in Hung Yen, Hai Phong, Ho Chi Minh City and Tay Ninh; nearly 11,000 units are under construction and being launched in Hai Phong, Thanh Hoa, Quang Tri and Khanh Hoa.
Specifically, in Hai Phong, Vingroup has opened for sale the Happy Home Trang Cat project (in Dinh Vu Economic Zone) with a total area of 28.14 hectares, including 27 apartment buildings from 7 to 9 floors high, with a scale of 3,804 apartments, area from 28.8 - 70m2/apartment. The project has the largest scale in the port city, not only providing housing, but also creating a quality living space for workers with 59 outdoor facilities, including: 3 parks, 4 flower gardens, sports areas (yoga court, gym, badminton ...), camping area, chess garden, reading area ....
In addition, in Duong Kinh (part of Vinhomes Golden City project, Hai Phong), Vingroup has also planned an additional 8,000 social housing units.

In Thanh Hoa, the Happy Home project is located in Hac Thanh ward, with a scale of nearly 9.2 hectares, including 18 9-storey buildings, providing 2,824 apartments, with an area of 45 - 71m2/apartment. The project owns a series of amenities such as landscape lakes, green parks, walking paths, children's playgrounds, sports areas, near the Children's Cultural Palace, inter-level schools... to meet all residents' needs. The project has been opened for sale in phase 1 since March 2025, and phase 2 since October 15, 2025.
In Quang Tri, the Happy Home project has a scale of 11,547 hectares, providing 142 low-rise houses (3 floors high), land area of 75 - 163.9 square meters. Currently, the project has completed construction and is preparing for sale, expected in November 2025. In Khanh Hoa, Vingroup is implementing the construction of the Happy Home project on a total area of 87.64 hectares, with a scale of 4,140 social housing units in Bac Cam Ranh ward.
Along with the above 4 provinces and cities, Vingroup also plans to develop Happy Home projects in Hung Yen (5,500 apartments), Ho Chi Minh City (31,500 - 33,500 apartments), and Tay Ninh (2,300 apartments).
The difference of Happy Home projects is that they not only provide “a place to live” but also create a “place worth living” for workers. All apartments are modernly designed, with superior finishing quality, along with public utilities and green space outside.
