According to MSc. Nguyen Van Hinh - Deputy Director of the Institute of Technology Application and Human Resource Development, for digital transformation to truly come into life, it is necessary to clearly define the roles and responsibilities of each party.

Commune leaders play the role of strategists, ensuring that digital transformation is a long-term goal. Officers in charge are effective extensions, carrying out specific tasks such as propaganda and practical training. Farmers are the subjects of change, needing to proactively learn and apply knowledge into practice.

From the grassroots perspective, village chiefs and residential group leaders said that the biggest challenge is changing people's habits, especially the elderly. To provide more effective support, they recommended that the commune government should have more in-depth training sessions and provide simple, easy-to-understand instruction manuals so that grassroots cadres can use them as a handbook when disseminating and instructing people.
