Building new rural areas for ethnic minorities in Hanoi:

Hanoi is a locality with a low proportion of ethnic minorities, accounting for only about 1.3% of the city's population, but is diverse with 50/53 ethnic groups living there.

In particular, in the four communes of Yen Xuan, Yen Bai, Ba Vi and Suoi Hai, Muong and Dao ethnic groups live in concentration, accounting for more than 51% of the total number of ethnic minorities in the city.

These are areas with strategic positions in terms of national defense and security, with rich potential for socio -economic development, eco-tourism, and community culture. In conjunction with the New Rural Development Program, the harmonization between development and preservation of cultural identity has been and is being paid attention to by localities.

Results from synchronized attention

With a natural area of over 33,400 hectares (accounting for 10% of the city's area), the ethnic minority areas of Hanoi have faced many difficulties in terms of infrastructure, economic life and access to basic services. However, thanks to the special attention in the new rural construction movement, together with the cooperation of the entire political system, the rural appearance of the ethnic minority areas of Hanoi has undergone comprehensive changes.

According to the Office of the Coordination of the New Rural Development Program of Hanoi City, before implementing the 2-level local government model, Hanoi had 13 communes in ethnic minority areas, of which 100% had completed the goal of building new rural areas. Notably, some communes such as Ba Trai (old) and Minh Quang (old) have met the advanced new rural standards, which are clear evidence of positive changes in this land.

In Yen Xuan commune - a new administrative unit after the merger of Dong Xuan commune (formerly Quoc Oai district), Yen Binh, Yen Trung and part of Tien Xuan and Thach Hoa communes (formerly Thach That district), the new rural imprint is present on every road and alley. The main roads have been paved with asphalt, the alleys are clean with concrete, completely replacing the muddy scene on rainy days and dusty scenes on sunny days. Not only infrastructure, but also the cultural life of the community has received investment attention.

Ms. Le Thi Thu, Head of the Gong Club of Yen Binh Village 2 (Yen Xuan Commune) said: “We, the Muong ethnic people, have been given more opportunities to preserve our cultural identity. The village has been supported with 2 sets of gongs, and a new, spacious cultural house has been built.”

In Bai village (Yen Bai commune), Ms. Man Thi Thanh, a Muong ethnic person, also enthusiastically shared: “We still maintain the tradition of playing gongs, dancing and singing folk songs on holidays and Tet. That is a beautiful feature that cannot be lost in community life.”

Ethnic culture is the origin, the identity that creates the difference and unique highlight for each rural area. In the ethnic minority communes of Hanoi, where the Muong and Dao communities have long lived, cultural preservation has been smoothly integrated into the New Rural Development Program, becoming an important spiritual support for socio-economic development.

Expect a strong transformation

According to the assessment, Yen Xuan, Yen Bai, Ba Vi and Suoi Hai - four ethnic minority communes of the capital city currently have the potential to develop community tourism. Traditional Muong villages interspersed with cool green forests, stilt houses, the sound of gongs and drums in festivals... are unique tourism resources. However, in the context of a rapidly changing society and strong urbanization, ethnic minority communes are also facing challenges. For example, Yen Xuan is planned to be located in the Hoa Lac satellite urban area, which will pose the problem of how to prevent cultural values from being lost.

According to Ngo Van Ngon, Deputy Chief of Office of the Hanoi New Rural Development Program Coordination Office, Hanoi is actively implementing synchronous groups of solutions to preserve and develop, emphasizing the factor of "development associated with identity". The city continues to prioritize infrastructure investment, improving the quality of basic services such as education, healthcare, clean water, and rural transportation. At the same time, it encourages the development of community tourism based on local values, supports clean agricultural production, OCOP products associated with the exploitation of local resources, etc.

Along with that, local authorities are strengthening the role of associations and organizations in preserving national identity, while promoting propaganda and education to raise people's awareness of traditional cultural values in the new era.

Vice Chairwoman of the Vietnam Fatherland Front Committee of Yen Xuan Commune, Chairwoman of the Women's Union of Yen Xuan Commune, Doan Thi Thinh, affirmed: "Women are the core force in preserving and promoting traditional beauty. We are promoting the activities of ethnic women's groups associated with preserving folk culture, from cuisine, clothing to traditional performing arts."

According to Ms. Doan Thi Thinh, in the near future, the Hoa Lac - Hoa Binh expressway will be extended and the urban railway line No. 5 will be invested in and built through Yen Xuan commune. When transportation is convenient, tourism and trade will develop strongly. If the cultural identity is preserved and a harmonious community is built, this land will change dramatically.

Building new rural areas in ethnic minority areas in Hanoi is not only a story about infrastructure, income or socio-economic indicators. It is also a journey to preserve and promote traditional cultural values in a new look - modern, civilized, humane and sustainable.
