It has become a tradition that every afternoon, Phong Tho District Youth Union officials spend time cleaning their offices and taking care of the trees to create a bright, green, clean and beautiful environment. In all rooms, the union officials arrange suitable trees and stone flowers; tables, chairs and documents are neatly arranged. Not only that, the no-smoking rule in the office is also publicly posted, reminding each union official to comply.

Ms. Thung Thi Tam - Secretary of Phong Tho District Youth Union shared: Implementing office culture, we have concretized it through many different actions such as: going to work on time, dressing neatly and politely, maintaining wearing the Youth Union shirt on Mondays and Fridays every week. When communicating with union members and people, we are always friendly, open, enthusiastic, responsible, and maintain standards when speaking. Thanks to that, the work is carried out effectively, the movements and activities of the union are promoted.

Implementing office culture, civil servants of the "One-stop" Department of Phong Tho town promote a sense of responsibility in their work and quickly resolve administrative procedures.

With the spirit of "Doing all the work, not all the hours", the cadres and civil servants of Phong Tho town uphold their spirit and responsibility; promote the application of information technology, digital transformation to quickly resolve work, without causing inconvenience to the people. Notably, at the Department of receiving and returning results according to the one-stop, one-stop town mechanism, regulations on handling administrative procedures are publicly posted; the rules of communication and conduct of cadres and civil servants are strictly implemented, creating a professional, disciplined and civilized working environment. In May 2025, civil servants certified 890 copies, 15 transaction contracts, birth certificates for 2 children, issued marital status certificates for 7 cases, registered marriage for 1 couple...

Similarly, office culture is also well implemented by civil servants in the communes of Ban Lang, Muong So, Khong Lao, Hoang Then, Dao San, Ma Li Pho... Mr. Nguyen Van Thuy - Chairman of the People's Committee of Ban Lang commune affirmed: Realizing the significance of implementing office culture and public ethics; the commune cadres and civil servants themselves are the ones closest to the people, have the most contact with the people, are the direct force to bring the Party's policies, the State's policies and laws into life, so the Party Committee and the People's Committee of the commune always direct cadres and civil servants, especially party members and leaders, to set an example first. From keeping the workplace neat and tidy to standard communication and behavior, observing public service discipline, and completing assigned tasks well.

We learned that the implementation of office culture and public ethics has been maintained by Phong Tho district for many years. The district has directed agencies, units, communes and towns to make the implementation of office culture one of the emulation criteria associated with the implementation of professional tasks at agencies and units. Many agencies, units and localities have linked the implementation of office culture with studying and following Ho Chi Minh's ideology, ethics and style; implementing the Resolution of the 4th Central Conference, Session XI "Urgent issues in Party building today"; Resolution of the 4th Central Conference, Session XII "On strengthening Party building and rectification, preventing and repelling the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party".

In addition, some agencies, units and localities also place suggestion boxes at the workplace, creating favorable conditions for people to reflect on the communication and service attitudes of cadres, civil servants and public employees so that the heads of agencies and units can promptly detect, correct and handle individual violations, improve the quality of work and the level of satisfaction of people with the service attitudes of cadres, civil servants and public employees. Not only that, the district has focused on inspection and supervision of discipline, administrative discipline and office culture. In 2024 alone, the District People's Committee conducted inspections in 8/17 communes and towns including: Vang Ma Chai, Mo Si San, Mu Sang, Nam Xe, Sin Suoi Ho, Huoi Luong, Phong Tho town. The District Inspectorate conducted public service inspections for 3 units: the District Departmentof Education and Training, the People's Committee of Ban Lang commune and the People's Committee of Mu Sang commune.

Thanks to appropriate solutions, the implementation of office culture and public ethics has been seriously implemented by 100% of agencies, units of districts, communes and towns. Many agencies, units and localities have maintained well the work of cadres, civil servants and public employees studying and following Uncle Ho's example, maintaining the virtues of diligence, thrift, integrity, impartiality and impartiality; practicing criticism and self-criticism, self-reflection and self-correction to improve themselves. Cadres, civil servants and public employees constantly study, cultivate and practice ethics and lifestyle; preserve and promote the fine customs and cultural traditions of the nation. Implement well the "4 xin, 4 always" which are hello, sorry, thank you, permission; always smile, always be gentle, always listen, always help individuals and organizations when coming to do business. Through inspection, no cases of violations of discipline, administrative discipline and office culture have been detected.

It can be seen that the good implementation of building office culture and public ethics in Phong Tho district is creating a professional, friendly, effective working environment, serving the people well. At the same time, spreading the beauty of office culture among cadres, civil servants, and public employees, aiming to make society better and better, all for the benefit of the people.
