Strictly handle unsafe vehicles

(PLVN) - Faced with potential risks of traffic accidents, authorities are stepping up strict handling of violations related to homemade vehicles, motorbikes towing other vehicles, and transporting bulky, oversized, and unsafe goods.

Banned but still openly circulated

According to Resolution 32/2007/NQ-CP of the Government on some urgent solutions to control traffic accidents and congestion, from January 1, 2008, the circulation of expired cars, farm vehicles, and homemade three- and four-wheeled vehicles will be suspended. In case of intentional violation, the vehicle will be confiscated, processed, sold as scrap, and turned over to the public fund. However, up to now, it has been 17 years but the above vehicles are still openly circulating on the streets of Hanoi .

Statistics from the Traffic Police Department - Ministry of Public Security show that there are currently more than 68,000 three-wheeled vehicles and nearly 17,000 homemade four-wheeled vehicles in operation nationwide. Hanoi alone has 13,349 vehicles and 11,825 drivers. Thus, Hanoi is currently one of the localities with the largest number of three-wheeled, four-wheeled and homemade agricultural vehicles in the country. According to reporters, in areas with high traffic density or suburban routes, homemade vehicles are often seen operating on the road, showing that many people have long used these types of vehicles to transport goods.

In fact, the circulation of these homemade vehicles not only violates legal regulations but also poses a potential risk to traffic safety, especially during rush hour. Many serious traffic accidents, even causing deaths, have occurred involving these vehicles.


Do not let unsafe vehicles circulate on the road.

Faced with the above situation, Hanoi City Police have repeatedly taken action to handle three-wheeled, four-wheeled vehicles, and homemade farm vehicles. Most recently, implementing the plan to ensure traffic order and safety and build urban civilization, the Traffic Police Department - Hanoi City Police has directed local Traffic Police teams to increase patrols, control and strictly handle unsafe vehicles. Accordingly, focusing on detecting and handling violations related to homemade vehicles, motorbikes towing other vehicles, carrying bulky objects, oversized goods, and unsafe goods on key routes and areas.

In addition to handling violations, Hanoi Traffic Police teams also actively propagate and mobilize people not to use unsafe vehicles. In particular, Road Traffic Police Team No. 2 successfully mobilized a vehicle owner in Tay Ho district to voluntarily dismantle his homemade three-wheeled vehicle, demonstrating active coordination between the authorities and people in maintaining traffic order.


It is known that from April 15 to May 12, through peak patrols and inspections, the authorities handled 321 violations related to three-wheeled vehicles and bulky cargo vehicles. Of these, 175 homemade three- and four-wheeled vehicles were temporarily detained, and 52 vehicles were voluntarily dismantled by the people.

The Traffic Police Force - Hanoi City Police said that in the coming time, they will continue to strengthen inspections and strictly handle violations, resolutely not allowing unsafe vehicles to circulate on the road, thereby contributing to ensuring traffic safety, minimizing the risk of accidents and building the image of a civilized and orderly capital.

In addition to the above efforts, to keep unsafe vehicles off the road, many opinions say that the authorities' determination to confiscate and destroy vehicles will create a deterrent effect, helping to solve the problem thoroughly. In addition, to achieve long-term effectiveness, it is necessary to have the synchronous participation of local authorities and socio -political organizations, coordinating with functional forces in propaganda work, helping, supporting, and creating conditions to help people change jobs, bringing sustainable livelihoods, thereby minimizing the use of homemade vehicles.
