On January 1, 2025, the Law on Traffic Order and Safety and Government Decree 168/CP, which stipulates administrative penalties for violations of traffic order and safety in the field of road transport, officially came into effect, replacing the previous Decrees 100 and 123. In the first few days after the Law and Decree came into effect, in addition to propaganda and reminders, the Thanh Hoa City Police seriously implemented and strictly handled violations. In the first three days of implementing Decree 168/2024/ND-CP, the Traffic Police force of Thanh Hoa City Police Department detected and recorded 37 violations, imposing fines totaling over 200 million VND, temporarily seizing 16 vehicles, revoking 4 driver's licenses, and revoking 1 vehicle registration plate. The main violations included: violating regulations on blood alcohol concentration, overloading vehicles, not wearing helmets, and allowing underage drivers to operate vehicles.

In addition to strictly handling traffic violations according to Decree 168, during the 15-day campaign to ensure traffic safety and social order during the New Year and Lunar New Year holidays of 2025, the Traffic Police force of Thanh Hoa City Police Department detected and handled 309 violations, imposing fines totaling over 1 billion VND.

According to the Commander of the Traffic Police and Public Order Team of Thanh Hoa City Police, Decree 168 has adjusted the fines, significantly increasing them for certain groups of behaviors intentionally violated by drivers and vehicle operators, endangering other road users and directly causing accidents. Therefore, it has a very strong deterrent effect. To ensure that the public understands these new changes, Thanh Hoa City Police has developed a plan to organize propaganda, training, and legal education , especially regarding the new regulations of the Law on Traffic Order and Safety, to a wide range of people. In addition, during the initial days of the campaign, the Thanh Hoa City Traffic Police force simultaneously implemented patrol, inspection, and violation handling measures, while also conducting awareness campaigns to help road users understand and strictly comply with the law, with the highest goal being to ensure the safety of lives and property for road users.

Throughout the implementation process, the majority of people have agreed and strictly complied. Increasing penalties for traffic violations that cause accidents aims to create good habits, raise awareness of law compliance, and promote civilized and safe traffic participation for road users.
