With access to comprehensive information and knowledge, people in Yen Son district (Tuyen Quang province) have reduced their information poverty. As a result, they have adopted new ways of thinking in production, developing agricultural and forestry economies, building new rural areas, and achieving sustainable poverty reduction. This is part of a series of activities to celebrate the Congress of Representatives of Ethnic Minorities in Ho Chi Minh City. In 2024, continuing the tradition of solidarity, mutual support, and assistance among collectives, individuals, and philanthropists, on November 26th, the Ethnic Affairs Committee of Ho Chi Minh City, in coordination with the Fatherland Front Committee - the "For the Poor" Campaign Committee of District 8 and sponsoring units, organized a ceremony to hand over a charitable house to the family of Mr. Lu Trieu Hung, residing at 435/26 Da Tuong Street, Ward 10, District 8. Implementing the National Target Program for socio-economic development of ethnic minority and mountainous areas (Phase I: 2021-2025) (National Target Program 1719), Quan Son district, Thanh Hoa province, has been strengthening the implementation of activities to disseminate and educate on the law. This is an important task, contributing to raising legal awareness and building a sense of respect for and compliance with the law among ethnic minority people in particularly difficult villages and hamlets. In the digital transformation and application of information technology to socio-economic development under Sub-project 2, Project 10, National Target Program for socio-economic development of ethnic minority and mountainous areas in the period 2021-2025, the district and commune authorities in ethnic minority and mountainous areas of Nghe An province have made many efforts to promote the construction of digital government and e-government, covering villages and hamlets, better meeting the needs of people in the area. In recent years, Thuan Chau district (Son La province) has always paid attention to implementing policies to create momentum for the comprehensive development of ethnic minority and mountainous areas. In particular, prioritizing investment in essential infrastructure development contributes to providing ethnic minority communities with better conditions for economic development and poverty alleviation. With access to comprehensive information and knowledge, people in Yen Son district (Tuyen Quang province) have reduced their information poverty. Since then, people have adopted many changes in their thinking regarding production, agricultural and forestry economic development, new rural construction, and sustainable poverty reduction. Information from the Ministry of Health indicates that in November 2024, the country recorded an additional 7,159 cases of measles and 1 death. From the beginning of 2024 to date, the country has recorded over 14,286 cases and 4 deaths related to measles. Compared to the same period in 2023, the number of cases is 42 times higher, and the number of deaths related to measles has increased by 4. Due to the impact of heavy rain, the situation of deep flooding, traffic disruption, and landslides in Quang Nam province has become more complex. Currently, Quang Nam province is directing local authorities to urgently address the consequences of heavy rains and proactively reroute traffic to ensure the safety of people and property. After many years of taking root, tea plants have become a key crop helping people in Dai Tu district (Thai Nguyen province) to have stable incomes and gradually eradicate poverty sustainably. Mr. Vi Thanh Quyen, Head of the Ethnic Affairs Committee of Bac Giang province, recently signed a Decision awarding Certificates of Commendation to collectives and individuals with outstanding achievements and contributions to the socio-economic development of ethnic minority areas in Bac Giang province during the period 2019-2024.
"Eliminating information poverty" – a driving force to escape poverty.
Implementing the National Target Program for Sustainable Poverty Reduction in the 2021-2025 period, with the goal of reducing poverty through information dissemination, the Yen Son district authorities have made efforts to implement information solutions, invest in building telecommunications infrastructure and smart broadcasting infrastructure, and promote communication to ensure that poverty reduction policies are implemented promptly and fully. This has helped the poor access information and policies, learn from successful models and best practices, thereby raising awareness and strengthening their determination to overcome poverty.
Ms. Dang Thi Huyen, Deputy Director of the Culture, Communication and Sports Center of Yen Son District, said: Yen Son District currently has 28 out of 28 communes and towns with a public address system. This system has basically provided timely information and essential knowledge to the people, especially in emergency situations requiring quick information, such as storms, floods, natural disasters, and disease prevention...
Local radio stations have done a good job of relaying broadcasts from the Voice of Vietnam, provincial stations, and district stations according to the prescribed schedules. Particularly from 2021 to the present, Yen Son district has invested in converting 20 commune-level radio stations to utilize information and telecommunication technology. This is a smart system with good sound quality, reaching even remote villages and hamlets, helping people easily access information to improve their lives.
Previously, Mr. Trieu Trung Kien, a Dao ethnic minority member (in Hamlet 1, Dao Vien Commune, Yen Son District, Tuyen Quang Province), had great difficulty accessing information published in the mass media. However, since the commune's public address system was invested in and built, his family has been able to easily access information. He now listens daily to news about epidemics, erratic weather, climate change warnings, and administrative procedure reforms broadcast through the commune's loudspeakers.
While doing housework, Mr. Kien was able to listen to the news. He kept up-to-date not only on local news but also on information from the central government and Tuyen Quang province.
Under the National Target Program for Sustainable Poverty Reduction in the period 2021-2025, the local radio station, utilizing information and telecommunication technology, has effectively met the information needs of the people. Every day, the Dao Vien commune radio station broadcasts at fixed times (from 5:30 AM to 7:30 AM and from 5 PM to 7 PM) to serve the local population.
Mr. Tran Van Cuong, Chairman of the People's Committee of Dao Vien commune, Yen Son district, said: "Previously, propaganda was mainly done through conferences, meetings, or mobile propaganda, so the frequency and effectiveness were not high. Since the establishment of the radio station using information and telecommunication technology, everything has become much easier and more convenient. The radio station's operation has contributed to positive changes in the dissemination of the Party and State's policies, guidelines, and laws to the people in the area."
Along with investing in infrastructure for the public address systems in communes and towns, in 2023, the Yen Son District Cultural, Communication and Sports Center organized 15 training courses to improve the professional skills of cultural officials in communes and information officers in villages and hamlets who directly operate loudspeaker systems, produce, and broadcast radio programs. More importantly, this team also continuously learns and improves their skills to meet the demands of their assigned work, contributing to delivering timely information to the people.
Mr. Bui Duy Cuong, a cultural and social affairs official in Phu Thinh commune (Yen Son district), said: Phu Thinh commune currently has 6 out of 6 villages with public address systems broadcasting via 4G network, achieving 100% coverage to the village clusters. In 2024, the commune's radio station broadcast 89 news bulletins and 122 announcements. In particular, information on flood prevention and disaster mitigation during the recent Typhoon No. 3 (Yagi) was promptly transmitted by the commune's radio station, helping people raise awareness and proactively protect their families.
Furthermore, information about the labor market has been well received by many people. As a result, young workers have confidently sought employment in labor markets both within and outside the province, contributing to solving unemployment and alleviating poverty in the locality.
It can be said that "eradicating information scarcity" is one of the pillars of consensus building among the people. From there, emulation movements in production, rural development, and poverty reduction are actively promoted.
In addition to information, access to 3G, 4G, and 5G telecommunication systems also helps people share information with each other and find markets for the agricultural products they produce.
Diverse forms of reducing information poverty
Digital transformation is considered a solid foundation for eradicating information poverty among people in disadvantaged areas. In Yen Son district, the district People's Committee has developed a project titled "Raising Awareness, Popularizing Skills, and Developing Human Resources for National Digital Transformation by 2025, with a vision to 2030" to promote digital transformation. According to Ms. Ly Thi Thu Hang, Chairwoman of the People's Committee of Trung Minh commune (Yen Son district), in reality, the number of people who know about and use public services in the commune is still modest. The use of smartphones for these services is not yet proficient, and many people still prefer to go to the commune office to resolve issues "for certainty," leading to the digital transformation not meeting expectations. In some communes in the district, to get people to know about and use online administrative procedures, commune officials have to do two things: receive paper documents and simultaneously guide people step-by-step on how to use smartphones.
To achieve the goal of reducing information poverty and address current difficulties and shortcomings, according to the plan, in the coming time, the authorities and localities in Yen Son district will continue to be determined to remove "bottlenecks" in the implementation of digital transformation, such as: Continuing to train and improve the capacity of poverty reduction officials at all levels; organizing training for officials and civil servants on professional skills, organization, implementation, and monitoring of programs and projects supporting information poverty reduction under the National Target Program for Sustainable Poverty Reduction.
In addition, it is necessary to strengthen the infrastructure and content of local radio stations, especially in communes with particularly difficult socio-economic conditions, to provide essential information to people about knowledge, skills, models, and experiences in labor, production, and business; and to communicate to raise awareness and responsibility of the whole society, and of the poor, regarding sustainable poverty reduction.
In particular, Yen Son will promote solutions for building and developing digital government, digital economy, and digital society; prioritize solutions for transforming perceptions and building common platforms for the entire district; focus on developing digital infrastructure; and continue to strongly transform state management activities from traditional methods to the application of information technology.
