A provisional regulation on digital school records has been issued.

The Ho Chi Minh City Department of Education and Training has just issued a temporary regulation on the management and use of the student monitoring and evaluation system and digital student records for the Ho Chi Minh City education sector (hereinafter referred to as the Regulation), consisting of 7 chapters and 5 appendices.

This Regulation outlines general provisions; provisions on the management and use of digital signatures and digital certificates; regulations on the use of the student monitoring and evaluation system; regulations on the operation, management, and use of the digital student record system, etc.

The regulations provide specific guidance on transmitting and receiving data when students transfer schools (transferring from schools within Ho Chi Minh City or from schools in other provinces to Ho Chi Minh City); or how to manage digital student records when teachers resign or transfer schools.

The regulations clearly state the responsibilities of the Department of Education and Training and its affiliated departments; the responsibilities of the district education and training offices; the responsibilities of the heads of educational units; the responsibilities of homeroom teachers and subject teachers; system administrators; academic and administrative staff; and the responsibilities of students and parents...

The Ho Chi Minh City Department of Education and Training has stipulated that, in the 2023-2024 school year, a pilot program for digital school records will be implemented for approximately 132,000 first-grade students across the city.

In the 2024-2025 school year, a pilot program will be implemented for 6th-grade students and the digitization of primary and lower secondary school report cards will be carried out. In the 2025-2026 school year, the pilot program will be implemented for 10th-grade students and the digitization of upper secondary school report cards will be carried out. Depending on technical conditions and legal frameworks, the implementation timeline for the entire city may be shortened.

The review of first-grade student data must be completed before June 30th.

Following the issuance of the Provisional Regulations on Digital School Records by the Department of Education and Training, local Departments of Education and Training have developed plans to pilot the digital school record system. For example, the Department of Education and Training of Tan Binh District has developed a plan to establish a steering committee to pilot the system for monitoring and evaluating students and the digital school record system in the locality.

The 2023-2024 school year (which has ended) required a pilot program for digital student records for first-grade students in all schools throughout the city. Therefore, the Tan Binh District Department of Education and Training requested all educational institutions in the district, in coordination with the police in the 15 wards, to review and ensure that 100% of first-grade students are issued personal identification codes and have their information fully updated. In cases where students have not been issued identification codes, the head of the unit should report to the Department of Education and Training for appropriate action.

Educational institutions must also review their facilities and infrastructure for implementing digital student records, ensure the legality of digital certificates, and ensure that the digital student record software is connected to the digital student record database of the Ho Chi Minh City Department of Education and Training. These reviews must be completed before June 30, 2024.

In July 2024, Tan Binh District organized an online conference to guide the pilot implementation of digital grade report cards for grade 1. Subsequently, the issuance of digital grade report cards for grade 1 in the 2023-2024 school year was implemented by schools and units, and continued until August 15, 2024.

According to the Ho Chi Minh City Department of Education and Training, digital student records are a digitized data system stored in a digital environment, electronically authenticated by authorized individuals and organizations, and legally valid for use in the digital environment. Digital student records ensure the complete and accurate storage of student information and academic and behavioral performance throughout their studies. They also ensure consistency and integrity of information once the records have been issued (information cannot be changed).

What are the responsibilities of the homeroom teacher when creating digital student report cards?

According to the Regulations:

  1. Update student lists and profiles at the beginning of the school year or whenever there are changes to student information; update and monitor student absences and educational activities weekly; update student conduct, competency, and character ratings for the class at the end of each semester and school year into the student monitoring and evaluation system as prescribed by the head of the unit;
  2. Checking average grades in all subjects, academic rankings, and awards at the end of each semester and the entire school year for students;
  3. Review the class's student monitoring and evaluation system; assist the head of the unit in monitoring the grading and evaluation process according to the regulations of the Ministry of Education and Training;
  4. Review the assessment results, conduct and academic performance ratings for each semester and the entire school year on the system. Create a list of students recommended for promotion to the next grade, students who are not promoted; students recognized as excellent students, advanced students; students who need to retake subjects, students who need to improve their conduct, etc.
  5. Monitor, check, and digitally sign confirmations on the student monitoring and evaluation system;
  6. The system directly evaluates and assesses students' individual and overall learning outcomes, providing online information and report cards to send to parents.
  7. Review and cross-check the information and data in the digital student records on the system; obtain confirmation signatures from each subject teacher; and obtain approval signatures from the school leadership.

The regulations also clearly state the responsibilities of subject teachers, from fully implementing the required test scores, assessments, and grading according to the regulations of the Ministry of Education and Training; entering test scores; checking the average subject scores for each semester and the entire year for students in their class; providing weekly comments on students' study habits; signing off on scores in report cards, etc.

Subject teachers who retire, take maternity leave, or are on other leave must hand over the work related to the aforementioned tasks to the assigned replacement teacher.
