On May 13, in response to the situation of medical staff at some medical examination and treatment facilities being assaulted by patients' relatives while on duty, the Ministry of Health sent an official dispatch to the Directors of the Department of Health of provinces and cities and hospital leaders regarding strengthening security and safety for patients and medical staff at medical examination and treatment facilities.
The Ministry of Health directs facilities to urgently review and fully implement measures to ensure security and order as prescribed in Article 114 of the Law on Medical Examination and Treatment 2023; at the same time, proactively develop plans to prevent and respond to situations that may cause disturbance or harm to medical staff.

Units need to quickly install and maintain security camera systems in key areas such as examination departments, emergency departments, corridors, duty areas and entrance gates; arrange enough security forces to work 24/7 at key locations, ensuring proactive handling of all arising situations; closely coordinate with the police force and local authorities to promptly detect and handle violations of the law in the medical environment.
In particular, the Ministry of Health requires medical examination and treatment facilities to review the process of receiving, handling emergency cases, medical examination and treatment, and the mechanism for exchanging information between medical staff and patients and their families; increase the application of information technology in management such as: implementing electronic medical records, registering for online examinations and examinations according to specific time frames are effective solutions to reduce waiting time, limit overload and minimize the risk of unnecessary conflicts.
Along with technical and legal solutions, the Ministry of Health requires facilities to focus on educating professional ethics, building a culture of behavior in hospitals, organizing periodic training on communication skills and handling situations for medical staff, and strictly handling violations of professional regulations and ethics.
Since the beginning of 2025, the country has recorded 3 cases of assault on medical staff while on duty. Specifically: at the Chu Se District Medical Center (Gia Lai) on March 31; at the Thanh Ba District Medical Center (Phu Tho) on April 28; and at Nam Dinh Provincial General Hospital on May 3.
According to the Ministry of Health, these incidents not only affect hospital order and safety but also directly threaten medical staff while on duty; seriously affect the examination and treatment process, reduce the motivation and dedication of medical staff.
