Require verification of personal information of securities transaction participants before November 30

On September 23, the Government Office conveyed the directive of Deputy Prime Minister Tran Luu Quang, requesting ministries, sectors, and localities to urgently review and implement tasks that are behind schedule, as assessed by the Ministry of Public Security. They will be held accountable to the Prime Minister for tasks that do not meet the implementation roadmap of Project 06 – the Project on developing applications of population data, identification, and electronic authentication to serve national digital transformation in the 2022-2025 period. This includes the requirement to verify the personal information of securities traders.

Specifically, the Ministry of Finance is tasked with directing the State Securities Commission, the Stock Exchange, and the Vietnam Securities Depository and Clearing Corporation to connect to the National Population Database and the electronic identification and authentication system. Simultaneously, they are to review, verify, and clean up data on securities traders (including information on their relatives involved in securities trading). A report on the results of this implementation must be submitted to the Prime Minister before November 30th.

According to the Vietnam Securities Depository and Clearing Corporation, as of the end of August, there were more than 7.6 million securities trading accounts of domestic investors. This includes 7.59 million individual investor accounts and 15,631 institutional investor accounts. In addition, there were 44,431 foreign investor accounts, including 39,943 individual accounts and 4,488 institutional investor accounts.

Deputy Prime Minister Tran Luu Quang also requested the Ministry of Public Security to take the lead, in coordination with the Ministries of Information and Communications, Construction, and Natural Resources and Environment, in researching the addition of national digital address information to the national population database; integrating electronic identification accounts for individuals, organizations, and businesses with the national real estate exchange, the national land database system, and banks.
