4:00 p.m. October 12, closed 1 bottom spillway gate of Tuyen Quang hydropower reservoir

On the morning of October 12, the Minister of Agriculture and Environment issued Document No. 7777/CD-BNNMT to the Director of Tuyen Quang Hydropower Company regarding the closure of the bottom discharge gate of Tuyen Quang Hydropower reservoir.

Accordingly, at 7:00 a.m. on October 12, the upstream water level of Tuyen Quang Lake was at 117.6m, downstream water level was 54.05m, flow to the lake was 1,199m3/s, total flow to the downstream was 1,841 m3/s.

Implementing the Inter-reservoir Operation Procedure on the Red River Basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir Operation Procedure on the Red River Basin, the Minister of Agriculture and Environment ordered the Director of Tuyen Quang Hydropower Company to close 1 bottom spillway gate of Tuyen Quang Hydropower Reservoir at 4:00 p.m. on October 12.

Tuyen Quang Hydropower Company closely monitors the development of floods, construction safety, flow to the reservoir, upstream and downstream water levels of the reservoir, and promptly reports to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control) and relevant agencies as prescribed.

Thus, from October 1 to 4:00 p.m. on October 12, Tuyen Quang Hydropower Company closed 9 spillway gates. On October 9, Tuyen Quang Hydropower Company opened 2 spillway gates at 1:00 p.m. and 7:00 p.m. Up to now, Tuyen Quang Hydropower is opening 1 spillway gate. Previously, until 4:30 p.m. on September 30, Tuyen Quang Hydropower Company opened 8 deep spillway gates to ensure construction safety.

At the same time, the Ministry of Agriculture and Environment issued Document No. 7778/BNNMT-DD to the People's Committees of the provinces and cities of Tuyen Quang, Phu Tho, and Hanoi on ensuring downstream safety when operating the Tuyen Quang hydropower reservoir.

Accordingly, to ensure safety for constructions and riverside activities, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to immediately notify authorities at all levels, people, and organizations operating on rivers and along rivers to proactively take measures to ensure safety and adjust activities accordingly.

Provinces and cities promptly report unusual situations to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).
