Vietnam helps Laos build the Southern National Academy of Politics and Public Administration project

According to VNA correspondent in Laos, on the morning of December 3, in Champasak province (Southern Laos), the groundbreaking ceremony for the project to build the National Academy of Politics and Public Administration in the Southern region took place.

Attending the ceremony were Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Comrade Kikeo Khaykhamphithoune, Politburo member, Deputy Prime Minister of Laos; Comrade Phouvong Oukhamsen, Party Central Committee member, Director of the Lao National Academy of Politics and Public Administration, and representatives of ministries, branches and local authorities.

Speaking at the ceremony, Prof. Dr. Nguyen Xuan Thang affirmed that this is an event of great and profound significance, not only in the educational and training cooperation between the two Parties and the two States, but also a vivid symbol of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos; at the same time, it also has strategic significance, demonstrating a long-term vision on cooperation in training cadres and developing high-quality human resources.

Prof. Dr. Nguyen Xuan Thang emphasized that this is not only an investment and construction task but also a political mission and a noble international responsibility assigned by the Party, State and people of Vietnam. The groundbreaking ceremony is a milestone opening a new phase in educational and training cooperation between the two countries. With the spirit of special solidarity and determination of the two sides' levels and sectors, and the consensus of the government and people of Champasak province, the project will be implemented smoothly, safely, and with quality assurance, especially the completion of phase I in 2028. The project is expected to become a symbol of Vietnam-Laos friendship, contributing to fostering the special solidarity between the two peoples.

On behalf of the Lao Party, Government , cadres and teachers, Comrade Phouvong Oukhamsen expressed his deep gratitude to the Party, Government and people of Vietnam for their sincere and wholehearted support. He emphasized that the project is a symbol of special cooperation between Laos and Vietnam; at the same time, he requested relevant parties to coordinate closely to implement the plan. The leaders of the Lao National Academy of Politics and Public Administration believe that the project, with the close direction of the two Governments and the support of ministries, branches and localities, will be completed on schedule, becoming a center for human resource training in the Southern region, meeting the requirements of national development, contributing to tightening the special friendship and solidarity between Laos and Vietnam.

The Southern Laos National Academy of Politics and Public Administration project has a total investment of VND 750,813 billion, including VND 737,141 billion in non-refundable aid from the Vietnamese Government; 11,786,017,941 Lao Kip in counterpart capital (equivalent to VND 13,672 billion).

The project is divided into 2 phases. Phase 1 (2026 - 2030) with a total aid capital of 487,753 billion VND, investing in main items such as office buildings, lecture halls, public houses, dormitories (units 1 and 2) and technical infrastructure systems. Phase 2 (2031 - 2035) with a total aid capital of 249,388 billion VND, investing in conference halls, information centers, canteens, dormitories (unit 3) and technical infrastructure systems.
