Two universities have not implemented the Prime Minister's decision for 16 years.

On November 1, the Government Office announced the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on October 20 on converting the type of public university to private university.

According to the announcement, up to now, there are still 2 private universities that have not yet converted according to the provisions of the 2005 Education Law and Decree No. 75 dated August 2, 2006 of the Prime Minister.

Saigon University of Technology is one of two schools that have not yet converted to a private university model according to the Prime Minister 's decision.

Previously, on May 29, 2006, the Prime Minister issued Decision No. 122, agreeing to convert 19 private universities into private universities, assigning the Minister of Education and Training to preside over and coordinate with relevant ministries and branches to issue regulations guiding the conversion of private universities into private universities with the conversion deadline to be completed before June 30, 2007.

19 private universities at that time included: Thang Long, Dong Do, Phuong Dong, Hanoi Business and Technology, Hai Phong, Duy Tan, Binh Duong, Lac Hong, Cuu Long, Van Lang, Van Hien, Hung Vuong, Hong Bang (now Hong Bang International), Ho Chi Minh City Foreign Languages ​​and Information Technology, Saigon Technology, Ho Chi Minh City Technology (now Ho Chi Minh City Technology), Phu Xuan, Luong The Vinh, Yersin Da Lat.

Up to now, 16 years have passed but only two private universities, Saigon Technology and Phuong Dong, have not yet made the conversion according to regulations.

The Deputy Prime Minister requested the Ministry of Education and Training to seriously learn from experience, promptly perform assigned functions and tasks, and issue written instructions with specific deadlines and strict sanctions for the private Saigon University of Technology and the private Phuong Dong University.

At the same time, the Deputy Prime Minister requested Saigon University of Technology and Phuong Dong University to strictly comply with the law and promptly carry out the conversion in accordance with the correct processes, procedures and regulations.
