3 proposals of National Assembly Chairman Tran Thanh Man at the plenary session of the 46th AIPA General Assembly

According to VNA special correspondent, on the afternoon of September 18, National Assembly Chairman Tran Thanh Man attended and delivered an important speech at the plenary session of the 46th Inter-Parliamentary Assembly of Southeast Asian Nations.

The session was chaired by the Speaker of the Malaysian House of Representatives, President of AIPA-46 Tan Sri Dato' Johari bin Abdul with the participation of delegates from member National Assemblies /Parliaments, observers, guests and partner organizations of AIPA.

In his opening speech at the Plenary Session, the Speaker of the Malaysian House of Representatives, in his capacity as Chair of AIPA-46, emphasized the priority of building a cohesive, resilient, inclusive and sustainable Association of Southeast Asian Nations (ASEAN) Community.

The AIPA-46 President highlighted the importance of strengthening legislative activities at the national level to harmonize national laws with regional commitments, facilitate the effective implementation of ASEAN cooperation plans and priorities, seize opportunities and promote ASEAN's potential for development, especially in digital economy , sustainable finance, green transformation, food security, climate change response and social security.

The National Assemblies/Parliaments of AIPA member countries need to accompany and actively participate with the governments of the countries to realize the high-level commitments and resolutions of AIPA into concrete actions, bringing practical results to the people and businesses.

Besides, AIPA also needs to strengthen and expand relations and cooperation with partners, contributing to enhancing understanding, friendship and trust for peace, stability and development.

Discussing at the Plenary Session, Heads of Delegations of AIPA Member National Assemblies/Parliaments continued to affirm their support for the theme of AIPA-46 “Parliament at the forefront for an inclusive and sustainable growth ASEAN”, emphasizing that inclusiveness and sustainability are both the goal and the measure for ASEAN's development in the coming time.

Countries highlighted the role and responsibility of AIPA in participating in implementing the ASEAN Community Vision 2045 and accompanying strategic plans, ensuring contributions to inclusive and sustainable goals in the region.

In particular, the countries shared the importance of strengthening cooperation and coordination between legislative and executive channels, ensuring the connection between regional cooperation strategies and plans with national development programs and goals; supporting the transformation of commitments into practical actions; supporting the promotion of economic and trade cooperation, especially exploiting new growth drivers such as innovation, science and technology; strengthening cultural cooperation and people-to-people exchange, while effectively responding to challenges such as climate change and natural disasters.

In the context of many changes and challenges in the world and the region, countries continue to emphasize the importance of ensuring peace and stability in the region on the basis of maintaining solidarity and the central role of ASEAN.

Representatives of observer parliaments, guests, and partner organizations all spoke highly of AIPA's role in promoting dialogue and cooperation in the region; affirmed support and commitment to assist ASEAN in building the Community, implementing the ASEAN Community Vision 2045, and proposed many directions and measures to further strengthen cooperation with AIPA and ASEAN.

The President of the National Assembly of Timor Leste expressed his gratitude to ASEAN for deciding to admit Timor Leste into the ASEAN family, affirming that Timor Leste is deeply aware of the role and responsibility of a member country and will do its best to contribute to the solidarity and development of ASEAN.

Speaking at the Plenary Session, National Assembly Chairman Tran Thanh Man highly appreciated Malaysia's efforts and achievements in assuming the role of AIPA-46 Chair and ASEAN Chair 2025.

Affirming his support for the theme of the 46th AIPA General Assembly: “Parliament at the forefront for an ASEAN of inclusive and sustainable growth”, National Assembly Chairman Tran Thanh Man emphasized that AIPA and its member parliaments are promoting their pioneering role in building a future of equal development opportunities and shared prosperity for all ASEAN people.

Accompanying ASEAN in every stage of development, AIPA has made important contributions, supporting Governments in implementing regional cooperation agreements and commitments, creating a favorable legal environment and ensuring that people's voices are reflected in ASEAN's decisions.

In the context of the rapidly and complicated developments in the world and region, the National Assembly Chairman proposed three important priority areas that AIPA needs to focus on in the coming time.

Firstly, AIPA needs to promote its role in promoting regional cooperation more effectively; including strengthening its bridging role, encouraging and facilitating social classes and entities to participate and actively contribute to the implementation of the ASEAN Community Vision 2045; taking the lead in building institutions and policies to help regional commitments and agreements be implemented in practice, especially in science and technology development, innovation, digital transformation, etc.

Second, AIPA needs to actively participate in strengthening a more solid social foundation for regional cooperation, through encouraging, building, and implementing activities to nurture and spread community awareness and identity, enhancing communication, cultural, educational, and tourism cooperation, and organizing exchange activities.

Third, AIPA needs to actively expand and deepen its foreign relations, thereby helping to strengthen ASEAN's role as a center in the network of connections and cooperation in the region as well as globally.

Emphasizing that 2025 is a year with many meaningful memories, including the 30th anniversary of Vietnam joining ASEAN and AIPA, National Assembly Chairman Tran Thanh Man affirmed that the Vietnamese National Assembly will continue to stand side by side with AIPA to turn ASEAN's vision and aspirations into reality, building an inclusive, sustainable, self-reliant, creative, dynamic and truly people-centered development community.
